Ottawa Activist Russell Barth Examines Proposed Liberal Marijuana Policy – July 19, 2014

russell-576x800CFN – When ever any party sets out a plan to address any policy, they are, in effect, trying to predict the future and/or influence the outcome. No one can actually know what the future will bring, but if a ball is hit with a bat and it heads towards a house, everyone watching can make pretty good predictions about whether the ball will hit the roof, the lawn, a window, the door, or go over the house entirely. Some predictions will be wrong, but none would be crazy to have made them.

By setting up a plan of “If we do this, then this, then this next thing… well, the result, we hope, will be this.”, we try to predict and control the outcome of future events.
And that is ok. That is how roads and buildings and meals get made.

To be fair, this is just a proposed policy from the Liberal Party, (page 4) but I don’t think it would be wise for any party to follow this plan. Especially in Canada. Screen Shot 2014-07-18 at 4.50.02 PM

I understand “the regulation and taxation of its production” to mean corporatizing (extending the mandate of MMPR) and implementing onerous pricing and taxation (as with current MMPR). This will basically turn pot into Tobacco 2.0. This, to me, is a lateral move at best, because Tobacco 1 is failing miserably.

I take “while enacting strict penalties for illegal trafficking” to mean, well, again: much like tobacco is now, only people don’t grow tobacco at home and sell to some friends to spread the cost and/or work around like they currently do with pot. Were anygovernment to follow this agenda, I think it would be a mistake, as this policy promises to fail, just as the Tobacco model is failing now. It would fail to deter kids from using, and fail to deter their suppliers. It does, in fact create an incentive to sell to kids, as it does now with both pot and tobacco. It would still be the “naughty” and therefore “cool” thing to do.

Also, the marijuana laws as they stand now are enforced and prosecuted disproportionately along racial and economic lines (white and/or rich ≠ poor and/or non-white), so one could easily expect the same to happen under this program.

I take “invest significant resources in prevention and education programs designed to promote awareness of the health risks and consequences of marijuana use and dependency, especially amongst youth” to mean all the D.A.R.E.-style “mental illness, gateway drug, worse than tobacco, driving impairment” balderdash that we have heard for decades, none of which is actually true. Some in the Liberal Party are thinking that the “be honest about drugs”-approach coming from Educators For Sensible Drug Policy is the best way to go, and I wholeheartedly agree. But I think the RCMP will fight tooth and nail to keep the government-funded lie-filled hate-crime that is the D.A.R.E. program going. I don’t see the cops giving up their ongoing practice of entering schools to scare, bully, cajole, and lie to grade five students.
And shame on every teacher who has ever allowed their classes’ minds to be thus polluted.

Most kids have internet access, so they can easily find out out about the toddler treating his epilepsy with cannabis oil, the people curing their incurable mega-cancers with the cannabis oilvaping pens that take cannabis concentrates and that are easy to conceal,driving studies that show pot users drive slower and more cautiously, how teens who use pot actually do better than those who don’t, and all the rest. Being lied to also tends to not only stir mistrust and resentment towards parents, police, teachers, the government, and society itself for allowing such hypocritical nonsense to continue, it entices them to go dothe forbidden thing. Is that really what Canadian parents want?

I take “extend amnesty to all Canadians previously convicted of simple and minimal marijuana possession, and ensure the elimination of all criminal records related thereto” to mean exactly what it says, and I applaud it. Sadly, if the administration of the MMAR under the previous Liberal governments is any indication, that will mean a long wait for alot of people. The police will also do a lot of huffing about this as well, insisting that Stoner Joe is going to do terrible things if he doesn’t stay in that damp cage for that extra year or two.

One assumes that “work with governments of Canada on a coordinated regulatory approach to marijuana” means handing a lot of this responsibility over to the provinces. This I also applaud, because the provinces are constitutionally-mandated to handle all medical issues. The problem with this approach is that some provincial governments have different views on how to allow people to utilize their Charter Rights. Ontario has one third of the country’s population, so how will their polices differ from the more culturally-backwater provinces like Saskatchewan or P.E.I.?

But I feel that the “which maintains significant federal responsibility for marijuana control while respecting provincial health jurisdiction and particular regional concerns and practices” part is very disconcerting. This, to me, is evidence that the Liberal Party want to keep Marijuana on the Controlled Drugs And Substances Act so that the RCMP still have national jurisdiction over people’s bodies and actions. This essentially ignores a number of court rulings, and one can easily predict that this policy, if implemented, would face immediate, lengthly, and costly Constitutional Challenges.

To me, this policy attempts to pander to both the adult marijuana enthusiasts who would like a toke after work, and the wine-infused soccer moms who are fed up with Junior coming home all red-eyed and giggling after school. It also keeps cops happy.

But I expect (… “predict”…) that it will fail to accomplish it’s proposed goals, in that teens will still have just as much access to pot as they do now, they will still resent the idea that what is ok for one person is not ok for another, and they will still be encouraged to seek “forbidden” pleasures.

More importantly, the police will still have the right to randomly detain and search people based on the flimsiest of “probable causes”, and likely be given more powers of intrusion and coercion with drivers. This, to me, is of questionable constitutionality and is certainly not based on the latest science.

We have already seen one incident where an MMPR-licensed patient was detained andcharged with marijuana possession at Canada’s Wonderland, so we can easily expect the police to voice confusion over who and which pot is “legal” or not, just as even the patients themselves currently are.

If this policy - a policy that some in the legalization community and media are calling a “step in the right direction” - were to be implemented, the police could easily come forward a year or two later and insist that it is an abject failure, citing the legal status for adults and all this medical use is actually making pot more attractive for kids. They’ll likely assert that the contraband market is flourishing, that both contraband and the “legal” marijuana are finding it’s way to the kids (just as kids pilfer booze and smokes and pills from dozy parents today), and how it is wreaking havoc on Canadians roadways. They won’t offer much proof, of course. They never do, nor do the media or legislators ever press them to. They will just do like they have been doing for over 80 years: dismissing science, making assertions with no proof, bald-faced lying, and demanding even more money, men, toys, and powers. They will finish it off with a dire insistence that this whole thing was a failure and that we need to go back to full-on prohibition like the good old days.

The Liberal Party is trying to “predict” or at least influence the outcome of future events by proposing this policy. There is no shame in that, and I won’t scold them for attempting. So I should feel no shame or receive no scolding for “predicting” how I think it would fail.

My proposed plan of treating marijuana like chocolate and using education to deter and modulate teen marijuana use would, I think, do more to get the parents and teachers whatthey want and what they say is needed. I have been told by some that my idea is crazy, too radical, that “it is never going to happen, Russell”. But keep in mind that that is what mostpeople said about all this progress we see in Colorado, Washington,  and many other US States, for decades; that is was “never going to happen”.

Cornwall PoliceTHEFT UNDER, BREACH

            Cornwall, ON – Lise Dufresne, 48 of Cornwall was arrested on July 21st, 2014 on the strength of a warrant and was also charged with theft under $5000 and breach of undertaking and probation for failing to keep the peace. It is alleged that on April 24th, 2014 the woman attended a second Street East store, selected two curling irons and hair products making no attempts to pay for the items as she left the store. Police were contacted and an investigation ensued. On July 21st, 2014 the woman was located at a Brookdale Avenue address. She was taken into custody, charged accordingly and held for a bail hearing.

ASSAULT, ASSAULT WITH A WEAPON, THREATS, MISCHIEF

            Cornwall, ON – A 37-year-old Cornwall man was arrested on July 21st, 2014 and charged with threats, three counts of assault, two counts of assault with a weapon and two counts of mischief. It is alleged that during an argument on July 20th and 21st, 2014 the man threatened to kill his 22-year-old girlfriend and her family then slapped her in the face and struck her with a sandal. During the argument the man also pulled her hair and spat in her face. Prior to leaving the residence the man threw her phone to the ground causing it to break and threw an energy drink, narrowly missing her. Police were contacted and an investigation ensued. During their investigation it was also learned that one week prior during the course of another argument the man damaged another phone that belonged to his girlfriend. On July 21st, 2014 the man was located by police at Marlborough Street address. He was taken into custody, charged accordingly and held for a bail hearing. His name was not released as it might identify the victim in the matter.

Ottawa man arrested for impaired driving and possession of firearm

FOR IMMEDIATE RELEASE: Sunday, July 20, 2014                2:26am 

(Ottawa)— On July 19, 2014 at approximately 3am the Ottawa Police Service stopped a vehicle in the area of Bathgate Drive and Golf Place in the east end of Ottawa.  As a result, an Ottawa man was charged for impaired driving as well as being unlawfully in possession of a loaded semi automatic handgun.

Bens THERASSAN (27 years of age) faces numerous firearm and driving offences which include:

  • store firearm carelessly
  • posses firearms dangerous to public peace
  • possess firearm without holding a license
  • possess firearm knowing not holding a license
  • posses loaded firearm
  • posses firearm obtained by crime
  • impaired driving

THERASSAN was held in custody and will appear in court Sunday morning July 20, 2014.

            Cornwall, ON – A 28-year-old Martintown man was arrested and charged with threats. It is alleged that on July 20th, 2014 during a conversation with his 25-year-old ex-common law wife the man threatened to harm her. Police were contacted and an investigation ensued. On July 22nd, 2014 the man attended police headquarters to deal with the matter. He was taken into custody, charged accordingly and held for a bail hearing. His name was not released as it might identify the victim in the matter.

THEFT UNDER $5000

           

            Cornwall, ON – Dustin O’Byrne, 19 of Cornwall was arrested on July 22nd, 2014 and charged with theft under. It is alleged that sometime between the 20th and 21st of July, 2014 a four wheeler was removed from a Lemay Street address. Police were contacted and an investigation ensued. On July 22nd, 2014 the man attended police headquarters to deal with the matter. He was taken into custody, charged accordingly and released to appear in court on August 26th, 2014.

POSSESSION OF STOLEN PROPERTY, BREACH

            Cornwall, ON – A 16-year-old Cornwall youth was arrested on July 22nd, 2014 and charged with possession of stolen property and breach of probation for failing to keep the peace. It is alleged that on June 27th, 2014 police investigated a break and enter where several items were taken including a bicycle. Sometime in July, 2014 the youth was found to be in possession of the stolen bicycle as he had been spotted riding the bicycle in the area of First Street and Bedford Street by the rightful owner. Police were contacted and an investigation ensued. On July 22nd, 2014 the youth attended police headquarters to deal with the matter. He was taken into custody, charged accordingly and released to appear in court at a later date. His name was not released as per provisions of the Youth Criminal Justice Act.

 

THEFT UNDER $5000, BREACH

            Cornwall, ON – A 17-year-old Cornwall youth was arrested on July 23rd, 2014 and charged with four counts of theft under $5000 and two counts of breach of probation for failing to keep the peace. It is alleged that between April, 2014 and July, 2014 the youth remove several items from family members including a coin collection, rings, necklaces and a purse. Police were contacted and an investigation ensued. In the early morning hours of July 23rd, 2014 the youth was spotted walking in the area of First Street and Alice Street by a member of the Cornwall Community Police Service. He was taken into custody, charged accordingly and held for a bail. His name was not released as per provisions of the Youth Criminal justice Act.

DOMESTIC INVESTIGATION

(North Glengarry) – On July 22nd, 2014 at approximately 6:00pm, SD&G OPP officers responded to a report of a domestic situation at a property on Bishop Street in the Town of Alexandria, North Glengarry Township. Investigation indicated that a verbal altercation had taken place between an adult male and his girlfriend resulting in the male assaulting the female and that he had also confined her in a vehicle they had travelled in refusing her the opportunity to exit.

The 33 year old male (from North Glengarry) was arrested and is charged with;

- Assault – Spousal
- Forcible Confinement
- Fail to Comply with Probation Order (2 counts)

He was held in custody pending a court appearance (bail) in Cornwall.

Ottawa Police Services:

Patrol officers seize a loaded 9mm handgun at a home on Prince Albert Street

(Ottawa)—On Tuesday, July 22, 2014 at approximately 1:25pm, Ottawa Police Service Central Division patrol officers responded to the 400 block of Prince Albert Street in response to information received that an unlawful firearm was inside a residence.

On scene patrol officers located and seized a loaded 9mm handgun.

Ottawa Police Service Guns and Gangs Unit are now investigating and charges are pending.

Today, the Ottawa Police Service Internet Child Exploitation Unit (ICE) has laid additional charges against Brendan David CLARK, 31 years old, of Ottawa in relation to Child Luring following the ongoing investigation into his online activities.

He was charged with:

  • Luring a Child under the age of 18 via Computer x3
  • Possession of Child Pornography x3
  • Making Child Pornography x3
  • Distribution of Child Pornography x 1

He is scheduled to appear in court today.

ICE investigators examined Clark’s computer and found pornographic images of young persons (approx. 12-16 years old) and are concerned that there could be further victims within the Ottawa area.

Male shot in 100 Block of Horsdal Private

(Ottawa)— At approximately 7:10PM on Thursday the 17th day of July 2014, the Ottawa Police Service responded to a shooting call in the 100 block of Horsdal Private. Upon arrival, police located a male victim in his twenties who had suffered 2 gunshot wounds to his lower extremities.  The victim was transported to a local Ottawa Hospital and is currently in stable condition with non-life threatening injuries.  The victim refused to provide a statement and is not cooperating with the investigators at this time.

The Guns and Gangs Section is currently investigating.

Male shot in West End of Ottawa

(Ottawa)— The Ottawa Police Service’s Guns and Gangs Unit is investigating a shooting that took place on Monday, July 21, 2014 at approximately 3:00pm. Police officers responded to the area of Ritchie Street and Carling Avenue for a report of a male who had sustained a single gunshot wound.

The victim was transported to hospital for a non-life threatening injury. The investigation is ongoing.

CCPS LOGOBREAK AND ENTER, BREACH

 

Cornwall, ON – Dustin O’Byrne, 19 of Cornwall was arrested on July 24th, 2014 and charged with break and enter and breach of recognizance. It is alleged that on June 27th, 2014 the man who was accompanied by two youth aged16 and 17 broke into a garage on Andre Avenue and removed a bicycle and some long board skateboards. Police were contacted and an investigation ensued. During their investigation the two youths were taken into custody and charged accordingly and on July 24th, 2014 police located the man at his residence. He was taken into custody, charged accordingly and later released to appear in court on July 30th, 2014.

 

THREATS

 

Cornwall, ON – Joyce Hunter, 49 of Lancaster was arrested on July 24th, 2014 and charged with threats to life. It is alleged that on July 24th, 2014 the woman divulged that she was going to shoot three people. Police were contacted and an investigation ensued. During their investigation the woman was brought to Cornwall by OPP where Cornwall Community Police Service assumed custody of the woman and charged her accordingly. She was released to appear in court on August 26th, 2014.

 

THEFT UNDER, BREACH

 

Cornwall, ON – Dawn Lapensee, 30 of Cornwall was arrested on July 24th, 2014 and charged with theft under $5000, breach of undertaking and probation for failing to keep the peace. It is alleged that on July 24th, 2014 the woman attended a Brookdale Avenue store and removed merchandise making no attempts to pay for it. The woman was stopped by the Loss Prevention Officer and police were contacted. She was taken into custody, charged accordingly and released to appear in court on August 21st, 2014.

 

MISCHIEF, BREACH

 

Cornwall, ON – Zachary McKinnon, 23 of Cornwall was arrested on July 24th, 2014 and charged with mischief and five counts of breach of probation for failing to keep the peace and for having consumed alcohol. It is alleged that on July 24th, 2014 the intoxicated man broke a basement window at a Lefebvre Street residence and police were contacted. Police located the man at the residence and took him into custody. He was charged accordingly and later released to appear in court on September 4th, 2014.

ASSAULT, ASSAULT WITH A WEAPON, POSSESSION OF A WEAPON FOR A DANGEROUS PURPOSE

 

            Cornwall, ON – A 29-year-old Cornwall woman was arrested on July 23rd, 2014 and charged with assault, assault with a weapon and possession of a weapon for a dangerous purpose. It is alleged that on July 23rd, 2014 during an argument with her 30-year-old common-law husband the woman bit him, slapped him and threatened him with a knife. Police were contacted and an investigation ensued. During the investigation the woman was taken into custody, charged accordingly and held for bail. Her name was not released as it might identify the victim in the matter.

ASSAULT, ASSAULT WITH A WEAPON, CAUSE DISTURBANCE, THREATS

 

            Cornwall, ON – Rosemary Liscomb, 25 of Cornwall was arrested on July 23rd, 2014 and charged with assault, assault with a weapon, threats and cause disturbance. It is alleged that in the early morning hours of July 20th, 2014 while at the hospital the intoxicated woman caused a disturbance by yelling and screaming. She also spat on hospital staff, threatened to beat one member then struck her with her shoe and grabbed her by the neck. Police were contacted and an investigation ensued. On July 23rd, 2014 the woman attended police headquarters to deal with the matter. She was taken into custody, charged accordingly and released to appear in court on August 26th, 2014.

BREACH

            Cornwall, ON – A 15-year-old Cornwall youth was arrested on July 23rd, 2014 and charged with breaching an undertaking for being out of his residence without permission. It is alleged that on July 22nd, 2014 the youth left his residence without permission and police were contacted. On July 23rd, 2014 a member of the Cornwall Community Police Service attended the L’Original Courthouse as the youth was being held for return to Cornwall. The youth was taken into custody, charged accordingly and released to appear in court at a later date. His name was not released as per provisions of the Youth Criminal Justice Act.

OPP

DOMESTIC INVESTIGATION

(South Dundas) – On July 25th, 2014 at approximately 2:30am, SD&G OPP officers responded to a report of a domestic situation at a residence on Caldwell Drive, South Dundas Township. Investigation indicated that a verbal altercation between an adult female and her common-law spouse resulted in the male being assaulted. It was also revealed that a similar incident had occurred approximately two (2) weeks prior.

The 24 year old female was arrested and is charged with;

- Assault-Spousal (2 counts)

She was released and is scheduled to appear in Cornwall court on September 12th, 2014.

THEFTS FROM VEHICLES

(South Dundas) – Overnight (23-24Jul14), three (3) residences (Coyle Drive, Lakeshore Drive and Julia Street) in the Village of Morrisburg, South Dundas Township were targeted by thieves as vehicles were entered. A total of three (3) GPS units and a pair of sunglasses were taken.

Investigations continue.

DRIVER INVOLVED IN MOTORCYCLE COLLISION IDENTIFIED-UPDATE

(South Glengarry) – SD&G OPP officers continue an investigation of a serious collision involving a motorcycle which occurred on July 23rd, 2014 at approximately 11:45am on the eastbound off-ramp of Highway 401 at the Lancaster exit (814), South Glengarry Township.

A Harley Davidson motorcycle being driven by lone occupant Christian DALLAIRE (55) of St-George, Quebec was exiting Highway 401 when, for reasons under investigation, he lost control of the motorcycle and was ejected. The driver remains in hospital suffering from serious life-threatening injuries. The eastbound off-ramp was closed to traffic for several hours as emergency personnel tended to the scene.

SD&G OPP officers, assisted by OPP Technical Traffic Collision Investigators continue the investigation.

Ottawa Police Service:

Foot pursuit ends in gun seizure and arrest on Heatherington Road

(Ottawa)—While conducting proactive bicycle patrols in the Heatherington/Fairlea community this afternoon, officers from the Ottawa Police Service East District Neighborhood Section encountered a male with what appeared to be an open container of alcohol.  Officers approached the male on bicycle to confirm he was not consuming alcohol in a prohibited location.

Officers engaged the male and he became increasingly nervous and attempted to flee the officers. As he ran, he discarded items and gained access to a residential unit the 1400 block of Heatherington Road.

Officers chased the man into the residence, arrested him and they recovered a fully loaded 45 calibre handgun. No one was injured in the matter.

“This is outstanding police work by members of the East Division Neighbourhood Team,” said Insp. Pat Flanagan, East District Directorate. “They are out in the community daily addressing safety concerns and working to improve the quality of life for residents.”

The 22 year old Ottawa man will be charged with:

  • Breach of recognizance X4 C.C 145(3)
  • Possession of a loaded, prohibited or restricted firearm C.C 95(1)
  • Handle Firearm C.C 86(1)
  • Possession of a weapon C.C 88(1)
  • Carry concealed weapon C.C 90(1)
  • Unauthorized possession of a Firearm C.C 91(1)
  • Possession of Firearm knowing its possession is unauthorized C.C 92(1)
  • Possession of a Firearm, prohibited or restricted weapon obtained by crime. C.C 96(2)
  • Possession of Firearm or ammunition contrary to a prohibition order. C.C 117.01(1)X2

He is being held for a show cause hearing on Friday, July 25, 2014.

IMPAIRED DRIVER-DRUGS SEIZED

(South Stormont) – On July 23rd, 2014 at approximately 9:30pm, SD&G OPP officers intercepted a vehicle on Dickenson Drive in the Village of Ingleside, South Stormont Township following a report of a traffic complaint. The stop revealed the male driver was under the influence of alcohol. A quantity of suspected marihuana was also seized by police.

Steven COLLINGRIDGE (35) of South Stormont was arrested and is charged with;

- Driving While Ability Impaired
- Driving with More than 80 Milligrams of Alcohol in Blood
- Possession of a Controlled Substance
- Driving Motor Vehicle with Open Container of Liquor (Liquor Licence Act)

He was released and is scheduled to appear on the criminal charges in Cornwall court on August 19th, 2014.
STOLEN VEHICLE RECOVERED

(North Dundas) – On July 23rd, 2014 at approximately 8:00am, SD&G OPP officers responded to a report of a stolen vehicle from a property on Loughlin Ridge Road, North Dundas Township. A black 1997 Honda Accord was taken but later recovered abandoned on Boyne Road.

An investigation continues.
BREAK-IN/THEFT

(South Glengarry) – During the day of July 23rd, 2014, a residence on Page Drive, South Glengarry Township was forcibly entered. Inside, a quantity of cash and jewellery was taken.

Charges laid following incident of shots fired at a vehicle

(Ottawa)—A total of five persons have been charged with over 60 offenses and the following items have been seized: 

  • One loaded Smith and Wesson 9 millimeter handgun
  • One loaded Taurus 40 caliber handgun
  • 26.1 grams of cocaine (street value of $2610.00)
  • 4 grams of hashish (street value of $40.00)
  • 125.45 grams of cannabis marijuana (street value of $1245.00)
  • 2007 Chevrolet Impala vehicle

Hussein MOHAMMAD, 28 years old of Ottawa and Fawaz ABDULLAH, 25 years old of Ottawa have been charged with:

  • CC 86 (1) Use Firearm Carelessly
  • CC 86 (1) Store Firearm Carelessly x 2
  • CC 87 (1) Point Firearm x 2
  • CC 88 (1) Possess Weapon Dangerous to Public Peace X 2
  • CC 91 (1) Possess Firearm Other than Restricted or Prohibited Firearm without Holding a Licence X 2
  • CC 91 (1) Unlicenced Person Possess Prohibited/restricted Weapon X2

2013 Annual Report now available

(Ottawa)—The Ottawa Police Service (OPS) has released its 2013 Annual Report. The report is listed on the agenda of the July 28 meeting of the Ottawa Police Services Board.

“The report serves as an accessible community resource highlighting the successes and challenges of the OPS in 2013,” said Chief Charles Bordeleau. “It features some of the stories behind the statistics related to crime and policing in Ottawa and is available online.”

This year’s Annual Report has been released with the 2013 Crime, Police and Traffic Statistics Report – city-wide and by City ward. The information provides residents and visitors with a better understanding of crime and road safety in Ottawa.

Together, the reports offer an overview of police activities and initiatives, as well as crime and performance statistics for last year.

Highlights for 2013 are as follows:

  • The number of criminal code offenses (level of crime) declined by 11% in the past year or 4,000 fewer incidents.
    • 32,500 reported Criminal Code of Canada offences in the City of Ottawa.
    • The report shows an increase in violent crime of 10%.  However, this increase is largely attributed to a procedural change in how officers code and clear partner-related assaults. This has affected the year over year comparison. Incidents of assault reported to the OPS declined by 6 percent.
    • Solvency rate for total Criminal Code offences (excluding traffic) remained at 38 percent of all cases solved across the City

 

  • There were nine homicides in 2013 as compared to seven homicides in 2012.
    • Solvency rate for the most serious offence type of 122% due to charges laid in cold case files.

 

  • Break and Enter offences last year declined by 20%.
    • 2,210 reported Break and Enters
    • Solvency rate of break and enters has risen by over three percentage points in the past three years from 24 to 27%.

 

  • The number of calls received and entered into the OPS dispatch system declined by five percent to 354,450 calls for service.
    • Decline was primarily driven by 9-1-1 calls determined to be non-emergencies, and handled through Alternative Response.

“Ottawa is a safe city and we are always looking for ways to improve service to residents,” added Chief Charles Bordeleau. “I am so proud of the commitment and dedication of our members who work every day to keep residents safe.”

POSSESSION OF STOLEN PROPERTY, BREACH

            Cornwall, ON – A 17-year-old youth was arrested on July 25th, 2014 and charged with possession of stolen property and breach of undertaking for failing to keep the peace. It is alleged that during the course of an investigation into a stolen four wheeler it was learned that the youth was in possession of  the stolen vehicle. Police located the youth at a Water Street address and took him into custody. He was charged accordingly and released to appear in court at a later date. His name was not released as per provision of the Youth Criminal Justice Act.

OVER 80

            Cornwall, ON – Brent McPhee of Cornwall was arrested on July 25th, 2014 and charged with over 80. It is alleged that on July 25th, 2014 the man was driving his motor vehicle in the area of Pitt Street and Fourth Street while under the influence of alcohol. He was taken into custody during a traffic stop and charged accordingly. He was later released to appear in court on August 6th, 2014.

BREACH

            Cornwall, ON – A 17-year-old Cornwall youth was arrested on July 25th, 2014 and charged with breaching his undertaking for not abiding by house rules, breaching curfew and breaching his probation order for failing to keep the peace. It is alleged that the youth did not return to his place of residence on July 17th, 2014 and police were contacted to investigate. On July 25th, 2014 a member of the Cornwall Community Police Service attended Monkland to assume custody of the youth as O.P.P. had the youth detained during a traffic stop. The youth was taken into custody, charged accordingly and held for a bail hearing. His name was not released as per provisions of the Youth Criminal Justice Act.

            Cornwall, ON – Aden Sullivan, 22 of Cornwall was arrested on July 26th, 2014 and charged with breaching his recognizance for not residing at a specified address and being out past curfew. It is alleged that in the early morning hours of July 26th, 2014 police attended the area of Montreal Road at Prince Arthur for a disturbance. Once on scene police found that  the man was out past curfew and not longer resided at his specified address. He was taken into custody, charged accordingly and held for a bail hearing.

Cornwall, ON – A 33-year-old Cornwall man was arrested on July 26th, 2014 and charged with breaching his probation orders for communicating with someone he has conditions not to and for failing to keep the peace. It is alleged that on July 25th, 2014 the man sent Facebook massages to his 38-year-old ex-girlfriend despite having conditions to not communicate with her. Police were contacted and an investigation ensued. On July 26th, 2014 the man was spotted riding a bicycle in the area of First Street and Lawrence. He was taken into custody, charged accordingly and held for a bail hearing. His name was not released as it might identify the victim in the matter.

WARRANT

            Cornwall, ON – Joshua Paquette, 30 of Cornwall was arrested on July 27th, 2014 on the strength of two probation office warrants for failing to appear in court. In the early morning hours of July 27th, 2014 during a traffic stop in the area of the 100 block of Fourth Street East the man was taken into custody on the strength of the warrants. He was transported to police headquarters and held for a bail hearing.

ASSAULT

            Cornwall, ON – Corey Sawler, 25 of Cornwall was arrested on July 26th, 2014 and charged with assault. It is alleged that on July 26th, 2014 while at a Lesieux Street address the man grabbed and pushed a 50-year-old woman that was known to him causing her to fall. Police were contacted and an investigation ensued. During their investigation the man was taken into custody, charged accordingly and later released to appear in court on August 26th, 2014.

ASSAULT, ASSAULT WITH A WEAPON, CRIMINAL HARASSMENT

            Cornwall, ON – A 27-year-old Cornwall man was arrested on July 26th, 2014 and charged with assault, assault with a weapon and criminal harassment. It is alleged that between September, 2013 and July, 2014 the man threatened to drive his car into a pole while in the company of his wife. On another occasion he threw his wedding ring at his wife striking her under the eye and on a third occasion grabbed her by her thigh and punched her thigh. Police were contacted and an investigation ensued. On July 26th, 2014 the man attended police headquarters to deal with the matter. He was taken into custody, charged accordingly and held for a bail hearing. His name was not released as it might identify the victim in the matter.

ASSAULT, MISCHIEF

            Cornwall, ON – A 25-year-old Cornwall woman was arrested on July 27th, 2014 and charged with assault and mischief. It is alleged that on July 27th, 2014 during an argument  the woman punched her 29-year-old common-law husband in the mouth and broke a window. Police were contacted and an investigation ensued. During their investigation the woman was taken into custody, charged accordingly and later released to appear in court on August 26th, 2014. Her name was not released as it would identify the victim in the matter.

ASSAULT WITH A WEAPON

            Cornwall, ON – Lenka Precechtel, 35 of Cornwall was arrested on July 27th, 2014 and charged with assault with a weapon and breach of probation for failing to keep the peace. It is alleged that on July 27th, 2014 police attended the area of Brookdale Avenue and Sarah Street for a disturbance call. Once on scene it was learned that the woman struck a 13-year-old youth that was known to her in the arm with a mug. She was taken into custody, charged accordingly and later released to appear in court on August 26th, 2014.

ASSAULT

            Cornwall, ON – Sylvain Marleau, 31 of Cornwall was arrested on July 27th, 2014 and charged with assault. It is alleged that on July 26th, 2014 during a party at a Cumberland Street address the man punched a 35-year-old woman that was known to him in the stomach. Police were contacted and an investigation ensued. On July 27th, 2014 police located the man at his residence and took him into custody. He was charged accordingly and later released to appear in court on August 26th, 2014.

DRUGS SEIZED AT RIDE CHECKS

(South Glengarry) – On July 26th, 2014 at approximately 8:00pm, SD&G OPP officers were conducting a Reduce Impaired Drivers Everywhere (RIDE) checks on County Road 2, South Glengarry Township. A check of a vehicle resulted in the seizure of a quantity of suspected marihuana and methamphetamine pills. Open liquor was also seized.

Roger DOUILLARD (34) of Odden, Quebec was arrested and is charged with;

- Possession of a Controlled Substance
- Passenger-Fail to Wear Seatbelt Assembly (Highway Traffic Act)

Denise DOUILLARD (51) of Sherbrooke, Quebec was arrested and is charged with;

- Possession of a Controlled Substance
- Having Open Liquor (Liquor Licence Act)

David DOUILLARD-GENDRON (21) of Sherbrooke, Quebec was arrested and is charged with;

- Possession of a Controlled Substance (2 counts)

All were released and are scheduled to appear in Alexandria court on September 3rd, 2014.

DOMESTIC INVESTIGATION

(North Glengarry) – On July 25th, 2014 at approximately 8:30pm, SD&G OPP officers responded to a report of a domestic situation at a property on Boundary Road West in the Town of Alexandria, North Glengarry Township. Investigation indicated that a verbal altercation had taken place between an adult male and his girlfriend. Further checks on the male revealed he was in breach of a non-communication condition imposed from a previous incident.

The 22 year old male (from Cornwall) was arrested and is charged with;

- Breach of Recognizance

He was released to appear in Cornwall court at a later date.

 
BREAK-INS-THEFTS

(North Glengarry) – Overnight (25-26Jul14), a residence on Concession 8, North Glengarry Township was entered. Inside, three (3) firearms (shotguns), two (2) laptop computers, a cell phone and assorted tools were removed.
(South Glengarry) – Overnight (25-26Jul14), a residence on Glen Roy Road, South Glengarry Township was entered. Inside, a battery charger, gas cans, assorted and a Stihl grass trimmer were removed.

(South Glengarry) – Overnight (26-27Jul14), a vehicle was damaged while parked at a business property on Tyotown Road, South Glengarry. A window was smashed and inside, culprit(s) removed a large subwoofer for the sound system.

Investigations continue in all of the above incidents

Warrant executed on Briargate Private results in numerous charges

(Ottawa)—Today, the Ottawa Police Service East District Investigation and Tactical Units executed a search warrant during the early morning in the 0 to 100 block of Briargate Private.

The police investigation began in May 2014 when police received complaints from 13 separate women across the Orleans area who were victims of online harassment from a man using the online alias of “Scotty Toppers”.

As a result of the investigation, Nicholas DECARLO, 29 years old of Ottawa, was charged with a variety of offences including:

  • Criminal Harassment
  • Extortion
  • Possession of a firearm
  • Possession of drugs for the purpose of trafficking
  • Possession of stolen property
  • Possession of break and enter tools
  • Theft
  • Mischief to Data

The following are some of the items that were seized during the search warrant:

  • 2 firearms
  • 2 air pistols
  • Ammunition
  • Approximately one Kilogram of a Schedule 1 Substance
  • Approximately 12 grams of marijuana
  • Multiple scales for weighing drugs
  • Computer equipment related to online harassment and extortion
  • Break and enter tools

He is scheduled to appear in court on July 26, 2014.

The East District Investigation Unit continues to investigate and is concerned that there may be other victims.

Retail store robbery spree leads to charges

(Ottawa) — The Ottawa Police Service Robbery Unit has laid a number of charges in relation to a series of five retail store robberies.

On July 15, 2014, at approximately 2:57 am, a lone male entered a retail store situated in the 300 block of Tompkins Avenue.  The suspect walked into the store, punched the victim, knocking him unconscious. The suspect took an undisclosed amount of money as well as numerous cigarettes and subsequently fled the scene leaving the victim unconscious on the floor.

On July 16, 2014, at approximately 3:47 am, a lone male entered a retail store situated in the 100 block Tapiola Crescent area. The suspect, armed with a knife, made verbal demands for money and cigarettes. The suspect took an undisclosed amount of money as well as numerous cigarettes.  The suspect tied up the victim and subsequently fled the premises.

On July 13, 2014, at approximately 1:20 am, a lone male entered a retail store situated along the 400 block of Moodie Drive. The suspect made verbal demands for money and cigarettes. The suspect took an undisclosed amount of money and cigarettes and fled the premises.

On July 3, 2014 at approximately 1:52 am, a lone male entered a retail store situated along the 400 block of Moodie Drive (same location as July 13). The suspect made verbal demands for money and cigarettes. The suspect took an undisclosed amount of money and cigarettes and fled the premises.

On June 24, 2014, at approximately 1:45am, a lone male entered a retail store situated along the 400 block of Moodie Drive (same location as July 3 and 13). The suspect made verbal demands for money and cigarettes. The suspect fled the premises with an undisclosed quantity of cash and cigarettes.

Desmond MANOLAKOS, 25 years old of Ottawa, is charged with the following offences:

  • Five (5) counts of Robbery
  • Five (5) counts of Wearing a disguise
  • One (1) count of Assault causing bodily harm
  • One (1) count of Forcible confinement
  • One (1) count of Uttering threats
  • One (1) count of Possession of a weapon

He is currently in custody and he is scheduled to appear in court on July 31, 2014.

The Ottawa Senators Need to Blow It Up & Rebuild for 2014/15 by Jamie Gilcig

jg2CFN – Is it time to blow up the Ottawa Senators and do a rebuild or will a refit suffice?   Frankly cap limited teams in the NHL have very little hope of winning Lord Stanley’s Cup.

The last team that wasn’t a big budget squad to win was the pre-cap 2006 Carolina Hurricanes.  It’s not a high percentage play.

Looking at teams that have won the cup in the Cap Age you can see a trend that includes a strong top six and team core.

Ottawa just lost its core in the last two seasons.   It’s not the worst of teams, but not the best.   However it’s best forward is a year away from free agency and coming off surgery, and its best d man is a year from a major injury.

What also is key to winning a Stanley Cup is being strong up the middle.  The Kings and Black Hawks have each won 2 cups since 06.  Boston, Detroit, Anaheim, and Pittsburgh also picked up a cup.

Ottawa has no proven #1 Centre.   The Turris, Legwand, Zibenejad, and Zack Smith unit again isn’t the worst in the NHL, but it certainly doesn’t set up high hopes of a cup.

The Sens do have a lot of bright spots thanks to GM Bryan Murray and his staff.   Turris is signed to a cap friendly deal until 2018; Smith until 17, Karlsson until 2019, but after that there are a lot of question marks.

The veteran core are mostly up for contract after this season or signed short term like Milan Michalek.   Many will be attractive trade targets for teams making a run.

The biggest question surrounds Bobby Ryan as he’s UFA after this season.    If the team can’t sign him up soon they really have no other choice than try and maximize the return on an assent they paid heavily for.

Were Jakob Silfverberg(2nd RP) , Stefan Noesen(1 RP) and the 2014 1st Round Pick (10th overall Nick Ritchie) worth it for Ryan, especially with the team missing the play offs and now facing the departure of Ryan?

Most likely not; but it was an interesting big league gamble that could have paid off; but sadly didn’t.

Silfverberg improved his numbers for Anaheim in a role that was less than it would have been in Ottawa.  Noesen tore his ACL and MCL which you can never predict, and Ritchie is a big bruising banger who scored over 30 goals.

Of course it’s easy to predict backwards, and the results aren’t in until either Ottawa resigns Ryan or we see what they get in trade.

Most likely the Sens start off the season and see what happens; but if by the mid way mark or earlier they aren’t play off bound then the dealing most likely will start.

Looking at what Buffalo has done in their rebuild isn’t really in the charts for Ottawa as they don’t have enough valuable assets to move.

The problem for Ottawa is that most of their trade able contracts are for players that they would need or have to replace.   There’s not much sizzle or disposability.    Trading away David Legwand’s $3M would only make sense if you had a replacement and the Sens at this point do not unless they’re tanking.

Marc Methot or Jared Cowen?  Well at $3M both are serviceable with their own strengths or weaknesses.  Both could be traded, but then who replaces them, Eric Gryba?

Even in goal, if you don’t develop Robin Lehner can you trade Craig Anderson?

The pesky Sens of two years ago are no more.   Now they have to ask what kind of team are they?  If they are going to be a low budget team they have to ride the young uns and that means acquiring them rather than pricey veterans and riding their non-UFA years.

Looking at this cup, while it may be half full, it’s time to chuck the water and refill.   In this cap age that isn’t as easy as it looks.

            Cornwall, ON – Joshua Cloutier, 27 of Cornwall was arrested on July 28th, 2014 on the strength of a warrant. It is alleged that the man failed to attend court on July 24th, 2014 for assault and mischief charges and a warrant was issued for his arrest. On July 28th, 2014 the man attended police headquarters to deal with the matter. He was taken into custody, charged accordingly and later released to appear in court on July 31st, 2014.

            Cornwall, ON – Johnathan Beauvais, 20 of Cornwall was arrested on July 28th, 2014 on the strength of a warrant. It is alleged that Ottawa Police Service had a warrant for his arrest and on July 28th, 2014 the man was spotted by a member of the Cornwall Community Police Service in the area of Thirteenth Street and Brookdale Avenue. The man was taken into custody on the strength of the warrant and later turned over to Ottawa Police Service.

MISCHIEF

            Cornwall, ON – A 16-year-old Cornwall youth was arrested on July 28th, 2014 and charged with mischief. It is alleged that on July 28th, 2014 the youth broke the front door window at his parents’ residence and police were contacted. The youth was taken into custody, charged accordingly and released to appear in court at a later date. His name was not released as per provisions of the Youth Criminal Justice Act.

BREACH

            Cornwall, ON – Zachary McKinnon, 23 of Cornwall was arrested on July 28th, 2014 and charged with breaching three probation orders for failing to keep the peace and an undertaking for breaching curfew and failing to keep the peace. It is alleged that on July 28th, 2014 police learned that the man had breached his curfew on July 26th and 27th, 2014 and an investigation ensued. During the investigation the man was located at a Lefebvre Avenue address and taken into custody. He was charged accordingly and held for a bail hearing.

The driver, Vincent LAI (19) of Montreal, Quebec and passengers Gregory MAZUR (20) of Saint-Leonard, Quebec; Alexis PLOURDE-DESJARLAIS (19) of Montreal, Quebec and Kevin RUKUNDO-UWIZERA (19) of Montreal, Quebec were all arrested and each charged with;

- Possession of a Controlled Substance

All were released and scheduled to appear in Alexandria court on September 3rd, 2014.

ALCOHOL A FACTOR IN ALMOST HALF OF BOATING DEATHS SAYS OPP
OPP to Support Operation Dry Water Over Long Weekend

(ORILLIA, ON) – Alcohol was a factor in 42 per cent of the 18 boating fatalities investigated by the Ontario Provincial Police (OPP) this season. Over the Civic Day Long Weekend (August 2-4), the OPP is partnering with the Canadian Safe Boating Council and enforcement agencies across Canada for Operation Dry Water, a national campaign aimed at decreasing incidents of injury and death related to operating a boat while impaired by drugs or alcohol.

The majority of boating tragedies are preventable and everyone on the water has a role to play to ensure it is a safe and enjoyable activity.  “We are all responsible for safety, as boaters, cottagers, guests as well as marina staff,” said Chief Superintendent Chuck Cox, Commander of the Highway Safety Division. “Strongly encourage your family and friends to not mix drinking and boating before they head out and report impaired boaters to police,” added Cox.

In Ontario, the consumption of alcohol by anyone on board any boat underway is unlawful.  Boaters are allowed to have open alcohol only on boats with permanent sleeping, cooking and washroom facilities built into the boat’s design and only when those boats are docked or at anchor.

Whether operating a motorized boat, canoe or any other type of marine vessel, doing so while impaired by alcohol or drugs is investigated similarly to driving a land vehicle and has the same consequences. Impaired operators face criminal charges and immediate suspension of their driving privileges for motor vehicles.

OPP marine officers continue to patrol Ontario waterways, promoting safety through equipment checks, encouraging paddlers and small craft operators to wear their lifejackets and focusing on alcohol enforcement and deterring reckless behaviours.

Trying to identify one suspect in three Robberies

(Ottawa)— The Ottawa Police Service Robbery Unit is seeking public’s assistance to identify the suspect of three retail robberies.

On June 5, 2014 at approximately 4:30am, a lone male suspect entered a gas station situated along the 600 block of Bronson Avenue. The suspect entered the premises wearing a handkerchief over his face and carrying a large knife. The suspect made a demand for money.  The suspect then fled with an undisclosed quantity of cash and cigarettes. There were no injuries. It is believed that the suspect had attended the premises a short time before returning again to commit the robbery.

On June 20, 2014, at approximately 4:30am, a lone male entered a convenience store situated along the 800 block of Bank Street. The suspect first entered without wearing any disguise but then pulled a scarf or similar up over his face while inside the store.  The suspect made a demand for cash, cigarettes and lottery tickets. The suspect fled the premises with an undisclosed quantity of each of these items. There were no injuries.

On July 8, 2014 at approximately 430am, a lone male entered a gas station situated along the 600 block of Bronson Ave. near Chamberlain Ave. armed with a knife. The male obtained cash, cigarettes, and lottery tickets before fleeing the scene. There were no injuries.

The suspect is described as a Caucasian male, approximately 25-35 years of age, 5’10″(178 cm), medium build, short dark hair, dark moustache and goatee (images attached.)

Missing 15 Year Old, located safe

(Ottawa) – The Ottawa Police service is confirming that missing 15 year old Anael CHARTIER has been located safe and sound.

(Ottawa) – The Ottawa Police service is asking for the public’s assistance in locating a missing 15 year old girl.

Anael CHARTIER is described as being a black female, 1,67 m (5’6″) tall, long dark hair, wearing a red long-sleeved shirt and black leggings. She was last seen in the area of 10th Line Road and Innes Road in Orleans at approximately 5:40 PM today.

Suspect from a Break and Enter at Rideau Centre to identify

(Ottawa)— The Ottawa Police Service Break and Enter Unit is seeking public assistance to identify a male suspect following a Break and Enter at 50 Rideau Street.

During the overnight hours of July 20 and 21, 2014, a lone male broke into a store in the Rideau Centre and left pushing a dolly with a large white item.

The unknown male was last seen leaving the Rideau Centre, going Westbound on Daly Avenue, at approximately 1:47am on July 21, 2014.

The male is described as a Caucasian man between 20 to 27 years old, weighing 140 to 170 lbs (64 to 77kg), large tattoos on the left hand, forearm and shoulder. He was wearing a green baseball cap, camo style pants, and a black t-shirt (see pictures).

Collision Unit continues to investigate fatal collision at March and Carling

(Ottawa)—The Ottawa Police Service Collision Investigators continue to investigate the fatal collision between two vehicles from Sunday, July 27, 2014 at 1:10pm on March Road and Carling Avenue.

Two males (ages 39 and 70), in one of the vehicles, were taken to local Ottawa hospitals with serious injuries, and remain in hospital; and two males (33 and 49), in the second vehicle, succumbed to their injuries at the scene of the collision.

The Collision Unit is still in the process of contacting next of kin and the names of the victims will not be released.

Both vehicles involved are being held for the ongoing investigation.

Update:  Ottawa Police Investigating Serious Motor Vehicle Collision 

(Ottawa)— At 1:10 pm this afternoon, the Ottawa Police Service responded to a two vehicle collision at the intersection of March Road and Carling Avenue. Two persons were pronounced dead at the scene, and two others were transported to hospital with life threatening injuries.  No identities are being released pending notification of next of kin.

The Ottawa Police Service’s Collision Investigation Unit is presently at this location.  Road closures consist of Carling Avenue in both directions and March Road north.  Commuters are asked to continue to use alternate routes until further notice, as the road closures are expected to last several hours.

(Ottawa)-The Ottawa Police Service East District Investigations Unit is continuing itsinvestigation into the “Scotty Toppers” case, which involves women, primarily in the Orleans area, being subjected to online harassment, extortion and other offences.

Since the media release issued on Friday 25 July 2014, eight additional women have contacted the Ottawa Police Service to report being harassed online by an individual with the screen name of Scotty Toppers; all eight women have connections to the person who was charged, Nicholas DE CARLO.  The total number of potential victims known to police now sits at 21.

Nicholas DE CARLO remains in custody after being remanded during his court appearance today.  His next court appearance is Tuesday 29 Jul 2014 by video from the Regional Detention Centre.

Warrant executed on Briargate Private results in numerous charges

(Ottawa)—Today, the Ottawa Police Service East District Investigation and Tactical Units executed a search warrant during the early morning in the 0 to 100 block of Briargate Private.

The police investigation began in May 2014 when police received complaints from 13 separate women across the Orleans area who were victims of online harassment from a man using the online alias of “Scotty Toppers”.

As a result of the investigation, Nicholas DECARLO, 29 years old of Ottawa, was charged with a variety of offences including:

  • Criminal Harassment
  • Extortion
  • Possession of a firearm (this charge was not laid)
  • Possession of drugs for the purpose of trafficking
  • Possession of stolen property
  • Possession of break and enter tools
  • Theft
  • Mischief to Data

The following are some of the items that were seized during the search warrant:

  • 2 firearms
  • 2 air pistols
  • Ammunition
  • Approximately one Kilogram of a Schedule 1 Substance
  • Approximately 12 grams of marijuana
  • Multiple scales for weighing drugs
  • Computer equipment related to online harassment and extortion
  • Break and enter tools

He is scheduled to appear in court on July 26, 2014.

The East District Investigation Unit continues to investigate and is concerned that there may be other victims.

Cyber Bullying & Criminal Harassment Charges Filed by OPS & RCMP August 5, 2014

opsCFN – An Ottawa Police investigation has resulted in 181 charges laid against one individual related to the cyber bullying and harassment of 38 individuals across Canada, the United States and the United Kingdom –18 of which are from Ottawa.

Charged in this case is Robert CAMPBELL, 42 years old of Ottawa:

  • Criminal Harassment X27 per Section 264(2) (b) CCC
  • Defamation Libel X85 per Section 300 CCC
  • Identity Fraud X69 per Section 403 CCC

He is scheduled to appear in court today.

“Cyber bullying and harassing people over the internet is a serious offence,” said A/Insp. Carl Cartright, Ottawa Police Service. “Individuals who engage in this behaviour will be charged criminally by police.  We urge victims to come forward and report this crime.” 

The eight month investigation called “Project Winter” included co-operation between the Ottawa Police Service (OPS) and the Royal Canadian Mounted Police (RCMP) utilizing investigative techniques that allowed for the identification of the unidentified suspect who was using internet anonymity software.

On Thursday, July 31th, a search warrant was executed by Ottawa Police on a residence in the City of Ottawa’s west end, and resulted in the 181 charges laid.

OPS investigators also received assistance from investigators from the Vancouver Police Department (VPD), the Central Saanich Police Service (CSPS), Ontario Provincial Police (OPP), the Rothesay Regional Police Department (RRPD), the Halifax Regional Police, the Hertforshire Constabulary in the United Kingdom, the London Metropolitan Police Department in the United Kingdom and the Ferndale Michigan Police Department in the United States.

OPPRESIDENTIAL FIRE   

(South Glengarry, ON) – On the 02nd of August 2014, SD&G OPP officers responded to a report of a residential fire on South Branch Road in South Glengarry Township.

South Glengarry Fire Departments from Martintown ,Williamstown and North Lancaster attended the scene and the residence was nearly fully engulfed upon their arrival .

The Century old home and its contents could not be saved. No injuries resulted.

The cause of the fire is not believed to be suspicious at this time.

THEFT FROM MOTOR VEHICLES    

(South Dundas, ON) – On the 03rd of August 2014, SD&G OPP officers responded to a theft complaint on Lakeshore Drive Road in South Dundas Township.

Investigation revealed unknown suspect(s) entered three parked vehicles and took undisclosed amount of cash ,with a wallet containing a drivers ‘licence and a portable DVD player sometime after midnight and noon that same day .

An investigation continues.

MISCHIEF  

(North Stormont, ON) – On the 03rd of August 2014, SD&G OPP officer responded to a report of a mischief to mailbox and Civic number sign on a property on Concession Road 1-2 in North Stormont Township.

The investigation revealed unknown suspect(s) damaged the mail boxes and the Civic number post at the side of the road sometime overnight.

(SouthStormont, ON) – On the 04th of August 2014, SD&G OPP officer responded to a report of a mischief to mailboxes along County Road 36 in South Stormont Township.

The investigation revealed unknown suspect(s) damaged the mail boxes sometime over the weekend.

CHARGES LAID  

(South Glengarry, ON) – On the 04th of August 2014, SD&G OPP officers observed a motor vehicle at a high rate of speed on Highway 401 in South Glengarry Township.

 A 1985 Gold Mercedes Benz 300DT was observed at speeds of 157 km/hr and stopped by the officer. The vehicle was impounded for seven (7) days.

Thirty – four (34) year old, Alexan DEMIRDJIAN from Laval, Quebec was charged with:

-       Race motor vehicle on a Highway contrary to Highway Traffic Act of Ontario

The male driver is to appear in the Ontario Court of Justice, Cornwall on the 09th of September 2014.

(South Glengarry, ON) – On the 05th of August 2014, SD&G OPP officers were conducting a Reduce Impaired Drivers Everywhere [R. I. D. E] check point on County Road 2 in South Glengarry Township.

The investigation revealed a male passenger in breach of his Conditional Sentence conditions.

Twenty – two (22) year old, Eric LABRE from Laval, Quebec was arrested and detained.

The male is in custody and will appear in the Ontario Court of Justice, Cornwall on the 07th of August 2014.

THEFT     

(South Glengarry, ON) – On the 05th of August 2014, SD&G OPP officers responded to a theft of mountain bike at the corner of County Road 2 and Wesley Road in South Glengarry Township.

Investigation revealed unknown suspect(s) took a 2007 Schwinn 7-speed mountain bike sometime after 8:30 pm the evening of the 2nd of August 2014 and the following morning.

An investigation continues.

CHARGES LAID  

(South Glengarry, ON) – On the 06th of August 2014, SD&G OPP officers had occasion to stop a motor vehicle for a traffic violation on Highway 401 in South Glengarry Township.

Investigation revealed a male passenger in the motor vehicle was breaching conditions of his release.

Nineteen (19) year old, Justice TAJUDEEN from Montreal, Quebec was charged with:

-       Fail to comply with Recognizance  under the Criminal Code [ 2 counts ]

-       Fail to comply with Probation Order under the Criminal Code [ 2 counts]

The male is to appear in the Ontario Court of Justice, Cornwall on the 21th of August 2014.

ASSAULT

 

Cornwall, ON – Ronald Kenny, 51 of Martintown was arrested on August 5th, 2014 and charged with assault. It is alleged that on August 1st, 2014 while at the hospital the man pulled the hair of a hospital staff member. Police intervened and an investigation ensued. On August 5th, 2014 police arrested the man and charged him accordingly. He was later released to appear in court on September 2nd, 2014.

 

WARRANT

 

Cornwall, ON – Darrien White of Akwesasne was arrested on August 5th, 2014 on the strength of a warrant. It is alleged that on July 15th, 2014 the man failed to attend court for a mischief charge and a warrant was issued for his arrest. On August 5th, 2014 the man attended police headquarters to deal with the matter. He was taken into custody and held for a bail hearing.

 

THREATS, RESIST ARREST

 

Cornwall, ON – Eric Deschenes, 37 of Cornwall was arrested on August 5th, 2014 and charged with two counts of threats. It is alleged that on August 5th, 2014 during arguments with a 52-year-old woman the man threatened to have someone “do her in”. Police were contacted and an investigation ensued. During their investigation the man was located at a Marlborough Street address and after a brief struggle was taken into custody. He was charged accordingly and held for a bail hearing.

Soccer Coach charged with 2 counts of both Sexual Assault and Sexual Interference

(Ottawa)- The Ottawa Police Service Sexual Assault and Child Abuse Section have charged a 24 year old man following incidents during the month of July 2014.  The male, a soccer coach in the east end of Ottawa, sexually assaulted a female minor on two occasions.

The Ottawa Police Service was contacted and after an investigation by the Sexual Assault and Child Abuse Section, the male was arrested and charged criminally.

The Ottawa Police Service Sexual Assault and Child Abuse Section have charged Matthew Braithwaite, 24 years of age and of Bourget, with 2 counts of Sexual Assault and 2 counts of Sexual Interference of a Person Under 16 Years of Age.  He is described as a physically fit white male, with blonde hair and clean shaven. He has been held in custody .

            Cornwall, ON – Simon Dupuis, 40 of Cornwall was arrested on August 11th, 2014 and charged with the following:

·         Possession of Cocaine

·         Possession for the purpose of trafficking –Cocaine

·         Possession of Hashish

·         Possession of Methamphetamine

It is alleged that on August 11th, 2014 members of the Cornwall Emergency Response Team assisted members of the Street Crime Unit as they executed a drug warrant at a Vincent Massey Drive address. During the warrant a quantity of drugs and currency was located and seized. Dupuis was taken into custody, charged accordingly and held for a bail hearing.

BREACH

            Cornwall, ON – A 15-year-old and a 17-year-old youth both from Cornwall were arrested on August 11th, 2014 and charged with several breaches. It is alleged that on August 8th, 2014 the two youths left their residence without permission and police were contacted. On August 11th, 2014 the two youths returned to their residence and police re-attended. The 17-year-old was taken into custody and charged with breaching a recognizance order, undertaking and youth probation order for not abiding by house rules as well as failing to keep the peace on his probation order. The 15-year-old youth was taken into custody and charged with breaching his undertaking and youth probation order for not abiding by house rules and failing to keep the peace. They were both taken to police headquarters and held for a bail hearing. Their names were not released as per provisions of the Youth Criminal Justice Act.

DANGEROUS OPERATION OF A MOTOR VEHICLE, FLIGHT FROM POLICE

            Cornwall, ON – Matthew Picano, 20 of Morrisburg was arrested on August 11th, 2014 and charged with dangerous operation of a motor vehicle and flight from police. It is alleged that on August 10th, 2014 the man was operating a motor vehicle in a dangerous manner as he travelled through the Brookdale Mall parking lot. The man also failed to stop when police attempted to conduct a traffic stop. On August 11th, 2014 the man attended police headquarters to deal with the matter. He was taken into custody, charged accordingly and later released to appear in court on September 16th, 2014.

SIU Investigates Death of Male in Thunder Bay

Case Number: 14-OCD-186

Mississauga (11 August, 2014) — Ontario’s Special Investigations Unit (SIU) is probing the circumstances surrounding the death of a 38-year-old man in Thunder Bay this morning.

Preliminary information indicates the following:
• Shortly before 3:00 a.m. on Monday, August 11, 2014, officers with the Thunder Bay Police Service (TBPS) responded to a domestic call at an apartment in the 400 block of Donald Street West.
• On their arrival, officers found an injured woman and her critically injured 8-year-old daughter.  The injured woman reportedly indicated that the man who had inflicted the injuries had left the residence.
• At approximately 7:30 a.m. the man was located by police in a parked vehicle on Wharton Road.
• The man was taken into custody and it became apparent that he had suffered serious injuries.
• He was transported to Thunder Bay Regional Hospital for treatment, where he was later pronounced dead.

The SIU has assigned two investigators and one forensic investigator to probe the circumstances of this incident.

  • depending on the evidence, lay a criminal charge against the officer if appropriate or close the file without any charges being laid
  • report the results of any investigations to the Attorney General.

SIU Concludes Death Investigation in Timmins

Case Number: 14-OCD-092

Mississauga (12 August, 2014) —

The Acting Director of the Special Investigations Unit (SIU), Joseph Martino, has concluded that there are no reasonable grounds to charge any officer with the Timmins Police Service (TPS) with a criminal offence in relation to the death of 56-year-old Paul Mattinas in April of this year.
The SIU assigned two investigators and one forensic investigator to probe the circumstances of this incident. As part of the investigation, five officers were interviewed. As well, the location where Mr. Mattinas’ body was discovered was examined and photographed.
The SIU investigation found that the following events took place on Monday, April 21 and Tuesday, April 22, 2014:
•On April 21, 2014, shortly after 7:00 p.m., TPS was notified about a man in distress on Rea Street South.   Three police officers responded and located Mr. Mattinas.
•The officers noted that Mr. Mattinas smelled of alcohol and was having trouble standing.  He was unable to provide an address to which he could be taken.
•The officers had all dealt with Mr. Mattinas in the past but were particularly concerned on this occasion as his behaviour seemed peculiar.
•Mr. Mattinas was taken into custody and brought back to the police station.
•At the station, the officer-in-charge determined that Mr. Mattinas required medical attention and directed that he be taken to hospital.
•Mr. Mattinas was transported to Timmins District Hospital and released from police custody into the care of the medical staff.  The TPS had no further involvement with Mr. Mattinas that evening.
•He was released from hospital at about 9:55 p.m.
•The following morning at 6:50 a.m. officers discovered Mr. Mattinas’ body in the parking lot of the Timmins food bank on Spruce Street North.
Acting Director Joseph Martino concluded, “The precise circumstances leading to Mr. Mattinas’ death remain unknown to the SIU.  The pathologist at autopsy reported that the death was related to “blunt impact to the head and neck” and noted that there were “hyper extension cervical spine injuries”.  One can only speculate as to the manner in which Mr. Mattinas met his demise; perhaps he simply fell and struck his head on the ground.  Be that as it may, as far as the SIU’s jurisdiction is concerned, I am satisfied that the officers who arrested Mr. Mattinas and then dealt with him during his very brief period in their custody acted lawfully and with due care throughout.”

(Ottawa) — Ottawa Police East District Investigators have laid charges against two people following the stabbing incidenton Sunday morning on Provender Avenue.

  • Daniel DUKE, 51 years old of Ottawa has been charged with one count of Accessory after the fact to the commission of an offence.
  • Danielle LEE, 26 years old of Ottawa has been charged with one count of Accessory after the fact to the commission of an offence.

They are both scheduled to appear in court today.

The Ottawa Police is seeking a third male suspect in this matter.

The 33-year-old male victim remains in hospital and is in critical but stable condition.

Stabbing on Provender Avenue

(Ottawa) — Ottawa police are currently investigating a stabbing that occurred early Sunday morning on Provender Avenue in the city’s east end.

A 33-year-old male was taken to hospital and is in critical condition.

Ottawa Police still seeking public assistance regarding fatal collision on August 11, 2013

(Ottawa) —The Ottawa Police Collision Section is still investigating the fatal collision that occurred on Frank Kenny Rd in Navan on August 11, 2013.

Between 5:00 a.m. and 5:30 a.m., a 30-year-old man was struck on Frank Kenny Rd between Russell Rd and Colonial Rd.    The vehicle involved did not remain at the scene of the collision. The victim was pronounced dead at the scene.

Investigators have received tips and pieced together the victim’s actions leading up to the collision.  Now the investigation is focused on the vehicle and the driver’s actions.

“There are several possibilities that we are still investigating, which include that the involved driver may be unaware that a person was struck,” said lead investigator Cst. Lianne McAughey.

The collision scene suggests that the vehicle involved may have sustained some damage.

Fatal collision involving a Pedestrian

(Ottawa) — The Ottawa Police Collision Investigation Unit is currently investigating a motor vehicle and pedestrian collision that claimed the life of a 30 year old male. The vehicle did not remain at the scene of the collision.

The collision occurred between the hours of 5:00 a.m. and 5:30 a.m. on Frank Kenny Rd north of Russell Rd. The north and southbound lanes of Frank Kenny Rd between Russell Rd and McFadden Rd were closed due to the investigation and were reopened at 12:30 p.m.

The identity of the victim is NOT to be released at this time.

THREATS

            Cornwall, ON – Timothy Masson, 45 of Cornwall was arrested on August 18th, 2014 and charged with threats. It is alleged that on August 8th, 2014 the man posted a Facebook message threatening to cripple a by-law officer. Police were contacted and an investigation ensued. On August 18th, 2014 the man attended police headquarters to deal with the matter. He was taken into custody, charged accordingly and held for a bail hearing.

DRUG WARRANT

            Cornwall, ON – Robert Lazore, 38 of Cornwall was arrested on August 18th, 2014 and charged with:

·         Possession of Oxycodone

·         Possession for the Purpose of Trafficking Oxycodone

·         Possession of Hydromorphone

·         Possession for the Purpose of Trafficking Hydromorphone

·         Possession of Property Obtained by Crime (currency)

 Breach of recognizance for failing to keep the peace and for having prohibited edged weapons (KNIVES)

 

It is alleged that on August 18th, 2014 members of the Cornwall Street Crime unit executed a warrant at a Brookdale Avenue address and seized a quantity of drugs and cash. Lazore was taken into custody, charged accordingly and held for a bail hearing.

 

BREACH

 

Cornwall, ON – Deborah Cooper, 44 of Cornwall was arrested on August 19th, 2014 and charged with breach of recognizance for having consumed alcohol. It is alleged that in the early morning hours of August 19th, 2014 police attended the 500 block of Augustus Street for a suspicious persons call. Once on scene they located the intoxicated woman and took her into custody for breaching her conditions. She was charged accordingly and held for a bail hearing.

MAN CHARGED WITH STOLEN VEHICLE

(South Dundas) – On August 19th, 2014 at approximately 1:23am, an SD&G OPP officer attempted to stop a Sports Utility Vehicle for a traffic violation (speeding) on Highway 401, South Dundas Township. The driver failed to comply with the officer’s demand. The fleeing vehicle was observed being driven in an erratic manner and was subsequently intercepted by officers without incident. A check of the vehicle revealed it had been reported stolen from the Deseronto, Ontario area on August 12th, 2014.

Trevor TUCKER (37) of Greater Napanee, Ontario was arrested and is charged with;

- Possession of Property Obtained by Crime Under $5000
- Flight while Pursued by Peace Officer
- Dangerous Operation of a Motor Vehicle
- Drive While Disqualified (3 counts)
- Fail to Comply with Probation Order (2 counts)
- Drive while Under Suspension (Highway Traffic Act)

He was held in custody pending an appearance (bail) in the Ontario Court of Justice in Cornwall this date.

 

DOMESTIC INVESTIGATION

(South Dundas) – On August 18th, 2014 at approximately 10:15am, SD&G OPP officers responded to a report of a domestic situation at a residence on Victoria Park Crescent, South Dundas Township. Investigation indicated an altercation between an adult male and his common-law spouse resulted in the male causing damage in the home. Further details revealed both were in breach of conditions imposed from a previous incident.

A 50 year old male and 43 year old female were arrested and are each charged with;

- Fail to Comply with Condition

The male faces an additional charge of;

- Mischief – Domestic

Both were held in custody pending an appearance (bail) in the Ontario Court of Justice in Cornwall.

 

THEFT OF FUEL

(South Stormont) – On August 18th, 2014 at approximately 8:15am, SD&G OPP responded to a report of theft of diesel fuel at a property on Pleasant Valley Road, South Stormont Township. Investigation led officers to the arrest of an adult male.

Ryan LEDUC (19) of South Stormont is charged with;

- Theft under $5000

He was released and is scheduled to appear in the Ontario Court of Justice, Cornwall on September 18th, 2014.

 

MISCHIEF

(South Stormont) – On August 18th, 2014 at approximately 8:45pm, SD&G OPP officers responded to a report of a fire near the railway tracks in the area of County Roads 15 & 36, South Stormont Township. Investigation revealed partially burnt cardboard boxes in the area. Also observed was a rock pile on the tracks which could compromise railway travel. No incidents resulted from this incident.

Police are requesting anyone with information on suspicious activity relating to the above call SD&G OPP at 1-888-310-1122.

 

THEFTS

(North Dundas) – Over the past weekend (15-18Aug14), a 2007 white HLMK Utility trailer was taken from a commercial property on County Road 13, North Dundas Township.

(South Stormont) – Between (12-16Aug14), an “Upper Canada” 16’ Canoe with paddles and a “Future Beach Adventure” 8.6’ Kayak with paddle were taken from the Milles Roches Beach area of Long Sault Parkway, South Stormont Township.

Investigations continue.

 

BREAK-INS

(South Glengarry) – Overnight 17-18Aug14, a residence located on Glen Roy Road, South Glengarry Township was forcibly entered. No items were taken.

(South Glengarry) – On August 18th, 2014 between 5:00am and 4:00pm, a residence located on Concession 2, South Glengarry Township was forcibly entered. A quantity of cash was taken.

Investigations continue.

SCHOOL BUSES ARE ON THEIR WAY!

(Eastern Ontario) – Students are heading back to class and motorists should be on the lookout for students and school buses.  The OPP in East Region would like to remind everyone that some school buses will be on the road next week, while the remainder will be back in service on Tuesday, September 2, 2014.

“The OPP asks you to be attentive as the youth of our communities return to school in the coming weeks”, said Chief Superintendent Daniel Redmond, Commander of the OPP East Region.   “Safety is the number one priority.”

Every driver, encountering a stopped school bus that has its overhead red signal-lights flashing, shall stop before reaching the bus and shall not proceed until the bus moves or the overhead red signal-lights have stopped flashing. (Section 175(11) of the Highway Traffic Act)  The minimum fine for failing to stop is $400.

Many children walk to school and motorists should also be aware of the increased pedestrian traffic as children make their way to school.  Many may be distracted by excitement for the first day of class.  Slowdown in school zones and be extra cautious.  Motorists should watch for Community Safety Zones, where speeding fines are increased.  Community safety zones are clearly marked with road signs and are found near schools.

Drivers can expect to see an increased police presence. Adjust your driving, pay attention and be prepared to stop for children and school buses.   Make it safe for everyone!

Man arrested with loaded handgun on Rideau Street

  

(Ottawa) — On Saturday, August 16, 2014 at approximately 1:08 AM, Central Division patrol officers responded to a disturbance in the area of Rideau Street near Dalhousie Street.  Officers spoke to one of the males involved and discovered that he had a warrant of apprehension for a Parole Violation.  Through the course of their investigation officers located a loaded 9mm handgun concealed on the arrested male.

Ismail ISMAIL, 27 yrs is charged as follows:

  • Use, handle store firearms carelessly
  • Possess Weapon Dangerous to Public Peace
  • Carry Concealed Weapon
  • Possess prohibited firearm without holding a license and registration certificate
  • Possess prohibited firearm knowingly not holding a license
  • Occupy motor vehicle with firearm
  • Possess loaded regulated firearm
  • Possess firearm obtained by crime
  • Possess firearm while prohibited (2 counts)
  • Cause a disturbance by fighting/shouting/swearing
  • Obstruct/Resist a Peace Officer

Suspects from a Break and Enter at Rideau Centre to identify

(Ottawa) — The Ottawa Police Service Break and Enter Unit is seeking public assistance to identify two male suspects following a Break and Enter at The Bay located at 73 Rideau Street.

During the overnight hours of July 12, 2014, two males broke into The Bay and left with numerous items of clothing.

The first male is described as a Caucasian male in his late teens to mid twenties, weighing 130 to 160lbs (59 kg to 73 kg), with a tattoo on the left upper arm. He was wearing a pink and blue tank top, black pants and black shoes with white soles (see picture.)

The second male is described also as a Caucasian male in his late teens to mid twenties, weighing 130-160lbs (59 kg to 73 kg). He was wearing a black hoodie with “DC” symbol in white on front, grey shorts and carrying a backpack (see picture.)

nscarvCFN –  The Canadian Stone Carving Festival will be taking place this weekend, August 23rd and 24th, at the corner of Wellington and Metcalfe. Forty stone carvers from across Canada and around the world will be working all weekend to create pieces of art, which will be auctioned offSunday evening in support of Habitat for Humanity National Capital Region (Habitat NCR).

 

“This two-day event is a unique opportunity to interact with professional carvers, artisans and enthusiasts as they have 16 hours to turn blocks of limestone into one-of-a-kind works of art using traditional methods,”

says co-organizer Danny Barber. The festival will be interactive, providing the opportunity for the public to try their hand at carving limestone, and to witness how the professionals transform stone to art.

 

Architectural stone carving is a niche trade in Canada, where there are an estimated 100 full-time carvers. Today, with the impressive West Block Rehabilitation Project underway at the Parliament Buildings, the city has once again attracted highly-skilled stonemasons and carvers. This project boasts the largest number of heritage stonemasons in Canada, and is the largest restoration project in Canadian history.

 

“Many of the carvers working on the Parliament Buildings will be showcasing their talents throughout the weekend. Think of it as the ice-sculpture competition, only with stone and nicer weather,” jokes Philippe Smith, the other co-organizer of the weekend’s festivities.

 

A live auction will take place at 6pm on Sunday with the artist’s creations being auctioned to support Habitat NCR. While the rest of the festival is free, tickets are required to attend the auction Sunday evening at the Parliament Pub, located at 101 Sparks Street. Cornwall, ON – A 29-year-old Cornwall woman was arrested on August 20th, 2014 and charged with two counts of assault and one count of breach of probation for failing to keep the peace. It is alleged that on August 19th, 2014 during an argument with her 42 year-old boy friend the woman slapped him in the face. The woman then punched a 59-year-old man who attempted to intervene. Police were contacted and an investigation ensued. On August 20th, 2014 the woman was spotted in the area of Pitt Street and Third Street by a member of the Cornwall Community Police Service. She was taken into custody, charged accordingly and held for a bail hearing. Her name was not released as it might identify the victims in the matter.

 

BREACH

 

Cornwall, ON – Gordon Woods, 47 of Cornwall was arrested on August 20th, 2014 and charged with breaching his undertaking for being within 50 meters of a specific address and for failing to keep the peace. It is alleged that on August 15th and 18th, 2014 the man was found to be within 50 meters of the address where he has conditions not to attend. Police were contacted and an investigation ensued. The man was located at his residence, taken into custody and charged accordingly. He was then transported to police headquarters and held for a bail hearing.

 

ROBBERY, DISGUISE WITH INTENT, POSSESSION OF A WEAPON

 

Cornwall, ON – Thomas Quinn, 32 of Cornwall was arrested on August 21st, 2014 and charged with robbery, disguise with intent and possession of a weapon for a dangerous purpose. It is alleged that in the early morning hours of August 21st, 2014 the man attended a Fourteenth Street convenience store and demanded cash while brandishing a knife and concealing his identity. The man left after a brief struggle with the clerk and managed to take with him a quantity of cigars. Police were called and an investigation ensued. During their investigation the man was located at his residence, taken into custody and charged accordingly. He was transported to police headquarters and held for a bail hearing. No one was injured in the incident.

 

DRUG WARRANT

 

Cornwall, ON – On August 20th, 2014 members of the Cornwall Emergency Response Team assisted the Cornwall Street Crime Unit execute a drug warrant at a Carleton Street address. As a result of the warrant a quantity of cocaine, marihuana, oxycodone and currency was seized and the following persons were charged as follows:

 

A 16-year-old Cornwall youth was arrested and charged with breaching her probation order for being out without parent or guardian, having consumed alcohol and failing to keep the peace.

 

Two 15-year-old youths along with Samantha Butcher, 39 and Sandy MacFarlane, 52 all of Cornwall were arrested and charged with:

  • Possession of Cocaine
  • Possession for the purpose of trafficking cocaine
  • Property obtained by Crime
  • Possession of Oxycodone
  • Possession for the purpose of trafficking Oxycodone
  • Possession of Marijuana

The three youths were released to appear in court at a later date. Their names were not released as per provisions of the Youth Criminal Justice Act

Samantha Butcher was also charged with breaching an undertaking for failing to keep the peace and Sandy MacFarlane was charged with breaching a recognizance for being in possession of drugs. They were both held for a bail hearing.

THEFT OF MOTOR VEHICLE, BREACH

            Cornwall, ON – Katlen Moore, 22 of Cornwall was arrested on August 19th, 2014 and charged with theft of motor vehicle, assault police and breach of undertaking for failing to keep the peace. It is alleged that in the early morning hours of August 19th, 2014 police attended the area of St-Felix Street and Easton Street in relation to a suspicious vehicle. Once on scene police located the woman and found her to be in possession of a stolen pickup truck. She was taken into custody for being in possession of the stolen vehicle and breaching her conditions. She was then transported to police headquarters where during the intake process she slapped an officer in the face. She was charged accordingly and held for a bail hearing.

(North Stormont) – On August 20th, 2014 at approximately 8:30pm, SD&G OPP responded to a report of a missing person from his residence on First Street in the Village of Crysler, North Stormont Township. Investigation revealed an adult male had left his residence for employment early morning (20Aug14) and family then observed his vehicle returned at the home at 1:00pm but no contact was made with him.

Douglas Guy BROWN (57) is described as follows; 5’7” – 160lbs, blue eyes, greyish/white hair, thin build, grey full mustache with beard stubble, wearing glasses and paint stained pants.

SD&G OPP officers, assisted by OPP Emergency Response Team (ERT), Canine Unit, and OPP Helicopter Unit members are currently at the scene searching the area. Anyone with information is asked to call OPP at 1-888-310-1122

VEHICLE FIRE – EASTBOUND HIGHWAY 401 RE-OPENED (UPDATE)
(South Stormont) – The eastbound lanes of Highway 401 have been re-opened to traffic following a vehicle fire. SD&G OPP officers responded to a report of a vehicle fire on August 21st, 2014 at approximately 12:15am on Highway 401, eastbound lanes, South Stormont Township. Investigation revealed a tractor-trailer unit caught fire due to mechanical reasons.

Fire Department attended and a section of Highway 401, eastbound lanes (only) was closed to traffic between Dickinson Drive (Ingleside) exit and Moulinette Road (Long Sault) exit as personnel tended to the scene .

The 36 year old male driver (from Etobicoke, Ontario) was not injured. The vehicle was carrying non-hazardous products (dog food).

Lucas RUSSELL, 22 years old of Ottawa, has been charged with three counts of break & enter.

They are scheduled to appear in court on September 11th, 2014.

Lowertown Foot Patrol Project results

(Ottawa)– The Ottawa Police Lowertown Foot Patrol Project in the ByWard Market and Rideau Street area continues to see success and make a difference for the people who live, work and visit the area.

An increased number of police officers, in partnership with Bylaw Enforcement Officers and OC Transpo Special Constables have been walking the beat since July 2nd, 2014, enforcing various bylaws and criminal and provincial offences.

“This is the second year we have committed foot patrol officers during the summer to work in the ByWard Market and Rideau Street area,” said Central District Acting Staff Sergeant Bob Price.

The two-month project was launched as part of an ongoing effort to deal with community identified problems and related issues. It is concentrated in areas that draw repeated calls for service and frequent complaints from the public, business owners and residents.

In the first month of the project officers responded to 257 calls for service and laid 576 charges that included Bylaw infractions; Provincial Offences including trespassing, aggressive panhandling, and public intoxication; and 61 Criminal charges including drug possession, possession of stolen property, causing a disturbance and breaching judicial conditions. The project officers also apprehended individuals wanted on warrants, located missing persons and assisted patrol officers in the area.

“We have seen a reduction in nuisance type offences and we are pleased with the summer foot patrol initiative,” states Jasna Jennings, Executive Director of the ByWard Market BIA.

“The Lowertown Foot Patrol team proactively engages citizens, tourists and businesses in the area and focuses on known community concerns and areas with increased calls for police service,” added A/S/Sgt Price. “The impact seen by businesses, resident and tourists alike can be attributed in part to the efforts of the Foot Patrol Team”

The team will be in place until September 1, 2014.

(Ottawa) — The Ottawa Police Service Robbery Unit has laid a number of charges in relation to a series of three recent retail robberies.

On August 5, 2014, at approximately 1:05 am, a lone male suspect entered a convenience store situated along the 1000 block of Merivale Rd.  The suspect threatened the clerk and made a demand for cash.  The suspect fled the premises with an undisclosed but small quantity of cash and also cigarettes.

On August 11, 2014, at approximately 9:35pm, the same suspect entered a gas station kiosk situated along the 1300 block of Prince of Wales Dr.  The suspect rushed the employee and made a demand for cash and cigarettes.  The suspect fled the premises with an undisclosed quantity of both and also the employee’s phone.

On August 13, 2014, at approximately 6:50 pm, the same suspect entered a gas station kiosk situated along the 1800 block of Bank St.  The suspect rushed the employee on entering and demanded cash and cigarettes.  The suspect fled the premises with an undisclosed quantity of both.

There were no injuries in any of the robberies.

On August 18, 2014, charges were laid and an arrest warrant obtained for Bruno CARUSO, age 35 of Ottawa.  He has been charged with three counts of robbery, three counts of wearing a disguise, and one count of breach of recognizance.  CARUSO is in custody in Gatineau and will be returned to Ottawa at a later date.

Robbery on Prince of Wales Drive 

(Ottawa) — The Ottawa Police Service Robbery Unit is investigating an overnight retail robbery and is seeking the public’s assistance to identify the suspect.

On August 11, 2014, at approximately 9:35 pm, a lone male suspect entered a gas station kiosk situated along the 1300 block Prince of Wales Drive near Dynes Road.  Once inside, the suspect jumped the counter, pulled a bandana up over his face, and made a demand for money.  The suspect took cash, a quantity of cigarettes, as well as the clerk’s cellular phone.  The suspect was last seen running into the housing complex backing the gas station.  There were no injuries.

The suspect is described as being a male, olive skin, thin build, short dark hair, goatee, wearing dark a green fleece, blue jeans, white runners with a black Nike “swoosh”, a black bandana around his neck, bright blue baseball hat with dollar signs and other items on left side of hat dark sunglasses, and black gloves (images attached.)

The Ottawa Police Service Break and Enter Unit is seeking public assistance to identify a person of interest in relation to a recent nighttime prowling incident in the Rockliffe area.

How Did Canadian NHL GM’s Do in the Off Season by Jamie Gilcig – Aug 25, 2014

jg2CFN – As the long hot Summer comes to an end changes have occurred across the NHL.   Some more drastic than others.    Some teams have new coaches and GM’s.   We’re going to look at Canada’s six teams and rate their performances in their attempt to bring Lord Stanley’s Cup back to Canada.

Montreal – 100 points – 9th – Marc Bergevin

Bergy has been an interesting study to watch.   I would consider him to be a conservative GM and with a city like Montreal one can’t blame him.    One bad trade or signing can turn  very fickle fans into an angry mob as seen by the PK Subban signing.

His team over performed this past year enjoying a profitable run for Habs owner Geoff Molson.

The major acquisitions leading into the season were an aged Daniel Briere who appeared to have issues with Coach Therrien, Douglas Murray, and George Parros; most of which went as flat as Parros was in his first game for the Habs.  Tomas Vanek was not resigned; but nobody expected him back in Montreal.

This year more dramatic moves and signings occurred.   Josh Gorges was literally dumped.  Brian Gionta was not going to be resigned.

Late season hero Mike Weaver was resigned and adding Tom Gilbert almost equaled the dollars given to Gorges.   Great move and a sign that expectations for the D men on the Baby Habs in Hamilton are actually expected to arrive this season or next.   Gionta was eating up minutes needed for Brendan Gallagher.

Getting anything for Louis Leblanc was good, a wasted 1st round draft pick.   Resigning Markov for 3 years at $17.25 is going to bite hard for the good or bad.  There probably will be no middle ground on that deal.   Dale Weise showed some spice and grit; but mostly he showed up for the play offs.

Parenteau for Briere was a good move as Briere’s value was not going up.   The Malholtra signing gets my thumbs up.   Sekac is a lottery ticket and if Montreal has anything it’s cash so why not?

That leaves us with the Eller and Subban signings.   The Eller one really confuses me.  While Lars had a great off season his regular season left much to be desired.    Clearly Bergevin thinks that Eller is a 40 point 3rd line centre to sign him to that contract.   The question is he or is he not?

The PK situation was clearly an agent win; from the bridge contract fiasco of two years ago to the media push on behalf of Subban’s value to the team.

Sometimes you win and sometimes you lose.  In this case Bergy lost big time.   Hopefully it was a learning curve.   PK is a fine player and I personally think the kind that eventually will play on a championship team as he matures.   His contract is a bit high and leaves no wiggle room for bad seasons.   An interesting out is that it’s top loaded.  Montreal essentially has him for two years at $7M and can trade him anywhere they wish for those two years.   That is an interesting wrinkle to the signing .

Signing Michel Therrien long term was also a bit boggling; but again this is Montreal and politics always plays a role in team decisions.

Montreal still hasn’t solved the issue of its needs at Centre which is a concern.

Montreal grade for Marc Bergevin      B

Ottawa – 88 points – 21st – Bryan Murray

What an ugly year for the Sens GM.   Diagnosed with illness and working for an owner hell bent on being Penny Wise and Pound Foolish; the Sens have now lost franchise player Jason Spezza after losing long time and very popular captain Daniel Alfredsson the year before.    Bobby Ryan, who the Sens paid a heavy price for, is recovering from off season hernia surgery and is UFA himself.

The Sens folded this year after losing Alfie and Sergei Gonchar.   Things were so bad on D that 1st rounder Cody Ceci was called up eating a season of his rookie eligibility to stop the bleeding.

 Eric Gryba for 2 more years is a nice bridge.    The Spezza trade was an utter disaster.  The key piece, Alex Chiasson doesn’t really measure up as a top six forward and the draft pick was a 2nd from Dallas.   The trade clearly did not fill any gaping need for Ottawa nor help fill the loss of Spezza.

Milan Michalek or Ales Hemsky?   Ottawa went with Michalek.

I like the Legwand signing; especially for the dollars.   The Lehner contract is a good deal for Ottawa and it gives them flexibility as they decide on their goal tending situation.

The Sens must know something about Mark Borowiecki that the rest of the league doesn’t giving him $1.1M for 3 years and Clarke MacArthur finally has a home and lots of respect after Ottawa opened the bank and gave him $23.25M for 5 years.

Ottawa is a hot mess and one key injury away from the Connor McDavid sweeps.

Sens grade for Bryan Murray   C-

Winnipeg Jets – 84 points – 22nd – Kevin Cheveldayoff

So your team overwhelmingly under performs and you …..do basically nothing?   Of course that’s basically better than making Spezza type deals.

The biggest move so far was losing Olli Jokinen and signing Mathieu Perrault which is a swap with some variance and resigning Keaton Ellerby and Michael Frolik.

How many seasons have Evander Kane and Dustin Byfuglien been the buzz of trade rumors now; even Zach Bogosian is  in the rumor mill now?    That distraction has not been dealt with.      Is Ondrej Pavelec a good goalie or do the Jets need an upgrade?  While fans and media clearly seem to think the latter no moves to date have been made.

Winnipeg on  paper and in theory should be achieving much more than they have.   The question is why they haven’t.  Even with the move of Byfuglien to wing from D the Jets still have a solid corps in their back end.

Sometimes the deals you don’t make are better than the deals you do; but time is running out for the Jets GM; especially if this team doesn’t come out strong from the gate.

Jets grade for Kevin Cheveldayoff     D

Toronto Maple Leafs – 83 points – 23rd – Dave Nonis

How did this team fare worse than Winnipeg?   The Leafs threw money at a bunch of problems without resolving any.    No major trades or signings; but a lot of depth holes were plugged and maybe that was the way to go?

Roman Polak in for Carl Gunnarsson.   Stephane Robidas and his broken leg $9M for 3 years; popular Leo Komarov back for nearly $3M per year begs the question of why let him go the KHL in the first place?  I like the David Booth lottery ticket.  I think he’ll be this year’s Mason Raymond for the Leafs and probably score as many points as well.

Signing Cody Franson for one year buys the Leafs some time, same for James Reimer’s 2 year bridge deal.   Jake Gardiner’s $20.25 5 year deal shows what Toronto expects from the young gun.

Nazim Kadri is still Toronto’s #2 centre as of this story.    The Leafs, like the Jets, should do much better than they have.

Dave Nonis looks like his head is primed and ready for the chopping block.    It should be interesting to see if this team gets off to a good start and saves him or not?

Leafs grade for Dave Nonis –   B-

Vancouver Canucks – 83 points – 25th –  Jim Benning

The mighty Vancouver Canucks plunged hard this past season spelling the end of GM Mike Gillis and coach John Tortorella.

Nick Bonino had a career year and was 3rd in scoring in Anaheim after Getzlaf and Perry.   Vancouver also picked up Luca Sbisa as a depth d man in the deal along with a 1st and a swap of 3rds for Ryan Kesler.

A step back, but not a Spezza step back.   Benning dumped Jason Garrison’s contract for a 2nd.  Used a 2nd to land Linden Vey from LA, grabbed Radim Vrbata for $10M over two years and then decided they needed a proven #1 in goal after the Luongo mess and nabbed Ryan Miller, who failed St. Louis in the play offs,  for 3 years at $6M per.

  Yannick Weber and Chris Tanev were resigned as well.

Vancouver is clearly reloading as opposed to blowing it all up.   The Sedins are still there and resigned to new 3 year deals.   Vancouver is a veteran bubble team.

The question is where will Benning take them?

Canucks grade for Jim Benning   N/A

Calgary Flames – 77 Points – 27th –  Brad Treliving

Brian Burke finally brought in a new GM in Brad Treliving; but his mark is clearly on this team as it rebuilds.  It’s interesting that this squad finished ahead of Edmonton with all of their young studs.    It’s also interesting to see some of the moves the Flames have quietly made.

Cap picking from Chicago Calgary landed Brandon Bollig for a 3rd.  Bollig is clearly a Burke kinda guy with size and sand paper.

Speedy Mason Raymond will have a great opportunity to add to his points total from last year in Calgary.   Jonas Hiller for 2 years $9M works.

Paul Byron and big Joe Colborne also were resigned and will be given ice time.   Devon Setoguchi gets a chance for lots of ice time too.    He really is a pretty good hockey player who doesn’t have to score 30+ goals to have value; especially at his $750K price tag.

Calgary clearly is rebuilding, and probably be in the Connor McDavid sweeps; but with the new lottery formula at the draft don’t have to be Edmonton bad.   They are a character team as most Burke squads are; but there’s some interesting talent sprouting like Johnny Gaudreau.

Flames grade for Brad Treliving   N/A

Edmonton Oilers – 67 points – 28th – Craig MacTavish 

When Craig MacTavish entered as Oilers GM he made some big promises of change.   So far that really hasn’t occurred and the team stunk again in spite of years of top draft picks some of whom now have very big contracts.

He grabbed Nikita Nikitin from Columbus and signed him for 2 years $9M; salary dumped Sam Gagner for Teddy Purcell, and then gave some mighty money for Benoit Pouliot($4M per year for 5 years)  and Mark Fayne ($14.5M for 4 years) while plugging a few holes with Keith Aulie and Luke Gazdic.   Jeff Petry was resigned for 1 year at $3.1M.

Mac T has managed to settle his goal tending with Ben Scrivens and Viktor Fasth in place.   The d is a hot mess and for a team with such high powered draft picks over the last five years they still are essentially a one line team that may end up being in the Connor McDavid sweeps as well.

Oilers grade for Craig MacTavish   C-

Hockey is Canada’s game; but looking over last year’s performance and only one Canadian team making the play offs shows a malaise.

Many Canadian born players with partial no trade clauses seem to single out Canadian cities as places they refuse to be moved to.

Clearly Canada’s franchises need to do better, and of course that starts top down.

Was Montreal simply lucky this year?  Where the Jets and Leafs as bad as their records and can Edmonton, Calgary, and Ottawa be respectable this season?

Those are some of the questions their GM’s have to be asking themselves as we get closer to the opening of camps for the 2014/15 NHL season.

(North Stormont) – On August 23, 2014 at approximately 10:00pm, SD&G OPP officers responded to a report of a vehicle in the ditch on County Road 15, North Stormont Township. Investigation revealed the adult male driver was under the influence of alcohol.

Jesse FONTAINE (21) of South Glengarry was arrested and is charged with;

- Driving a Motor Vehicle while Ability Impaired
- Driving with More than 80 Milligrams of alcohol in Blood

He was released and is scheduled to appear at the Ontario Court of Justice in Cornwall on September 16, 2014.

(North Glengarry) – On August 24, 2014 at approximately 3:52pm, SD&G OPP officers responded to a report of a two (2) vehicle collision in the parking of a commercial property on Main Street South in the Town of Alexandria, North Glengarry Township. Investigation revealed the driver of one of the vehicles was under the influence of alcohol.

Dwayne WYLIE (41) of North Glengarry was arrested and is charged with;

- Driving a Motor Vehicle while Ability Impaired
- Driving with More than 80 Milligrams of alcohol in Blood

He was released and is scheduled to appear at the Ontario Court of Justice in Alexandria on October 1, 2014.

DOMESTIC INVESTIGATIONS

(North Glengarry) – On August 22, 2014 at approximately 11:29pm, SD&G OPP officers responded to a report of a domestic situation at a residence on Dominion Street in the Town of Alexandria, North Glengarry Township. Investigation indicated that a verbal argument had occurred between an adult male and his girlfriend. A check of the male revealed he was in breach of conditions imposed from a previous incident.

The 22 year old male (from North Glengarry) was arrested and is charged with;

- Fail to Comply with Recognizance (3 counts)

He was held in custody pending a court appearance (bail) at the Ontario Court of Justice in Cornwall.

(South Stormont) – On August 24, 2014 at approximately 3:47pm, SD&G OPP officers began an investigation into a report of a domestic situation which occurred at a residence on Highway 138, South Stormont Township. Investigation indicated that an altercation between an adult female and her ex-spouse resulted in the male being assaulted.

The 22 year old female (from Cornwall, Ontario) was arrested and is charged with;

- Assault

She was released and is scheduled to appear at the Ontario Court of Justice in Cornwall on 23 September, 2014.

MISCHIEF

(South Stormont) – On August 22, 2014 at approximately 4:37pm, SD&G OPP officers responded to a report of a disturbance at a residence on Forest Hill Road, South Stormont Township. Investigation indicated that a male youth was being aggressive and had caused damaged to the home and a vehicle on the property.

The 14 year old was arrested and is charged with;

- Mischief Over $5000

He was held in custody pending a court appearance (bail) at the Ontario Court of Justice in Cornwall.

UTTER THREAT

(South Dundas) – On August 23, 2014 at approximately 5:08pm, SD&G OPP officers responded to a report of a threat at a residence on Caldwell Drive in the Village of Iroquois, South Dundas Township. Investigation indicated that an adult male had uttered a threat towards an adult female.

The 32 year old male (from South Dundas) was arrested and is charged with;

- Utter Threat

He was released and is scheduled to appear at the Ontario Court of Justice in Morrisburg on October 28, 2014.

DRUGS SEIZED

(North Glengarry) – On August 23, 2014 at approximately 9:05pm, an SD&G OPP officer had the occasion to stop a vehicle on Highway 417, North Glengarry Township. The stop resulted in the seizure of a small quantity of suspected marihuana from the adult male driver.

Thiam DEIRRY (22) of Gatineau, Quebec was arrested and is charged with;

- Possession of a Controlled Substance.

He was released and is scheduled to appear at the Ontario Court of Justice in Alexandria on October 29, 2014.

(South Glengarry) – On August 23, 2014 at approximately 9:08pm, an SD&G OPP officer had the occasion to stop a vehicle on County Road 2, South Glengarry Township. The stop resulted in the seizure of a small quantity of suspected marihuana from the adult male driver.

Edmund POIRIER (58) of Cornwall, Ontario was arrested ad is charged with;

- Possession of a Controlled Substance.

He was released and is scheduled to appear at the Ontario Court of Justice in Alexandria on October 1, 2014.

THEFT OF MOTOR VEHICLE

(South Dundas) – Overnight (24-25August, 2014) a vehicle was stolen from a property on Haines Road, South Dundas Township. The vehicle is described as a 2001 Infinity I30, green in colour.

An investigation continues.

MARINE

(SD&G) – On August 23, 2014, the SD&G OPP Marine Unit was on patrol of the St-Lawrence River. Throughout the day, a total of six (6) boat operators were charged for small vessels infractions, including a lack of required safety/distress equipment and documentation.

On August 23rd, Police responded to a south end apartment complex in regards to an altercation between residents there.

A 33 year old male was arrested for Assault and Weapons Dangerous. The undisclosed weapon was present during the altercation but not used in the assault.

The victim was not treated for any injuries. The local accused was released later on conditions and a future court date.

On August 23rd, Police responded to the center area streets of the city after a complaint of a vehicle being driven in an erratic manner.

The vehicle was stopped and the driver was arrested and charged with Impaired Operation of a Motor Vehicle. A 49 year old local male was released later in the day with a future court date.

He will start an automatic 90 day licence suspension and the vehicle was impounded for 7 days.

A 54 year old local male, attended the residence and confronted another male. The issue being he was in possession of an axe handle while doing it.

A local 22 year old male confronted a group of teens who he had ongoing issues with. The subject assaulted two males, 12 and 18 years of age with a golf club.The victims were treated for their non-life threatening injuries at BGH and released.

The accused was arrested and charged with Assault with a Weapon, Utter Threats and Breach of Probation. He will face a future court date.

A local, 30 year old female was arrested and charged with Assault on her partner.

The Brockville Police in conjunction with the Leeds OPP detachment would like the public’s help in locating a vehicle and it’s operator.

Brockville Police took a complaint on August 14th from a young male who was approached on a south end street and asked to enter a vehicle to show a male party where a certain store was located.

Leeds OPP took a complaint on August 21st in the Athens area from a young girl and her mother. The 12 year old girl was walking home and was spoken to by a male party asking her if she had far to go before she arrived home.

The vehicle description shares similarities. Described as a four door car, Bronze, brown and beige have been given as colours. A plate was given but did not match up. May be similar to BRFX 433.

The driver is described in both incidents as possibly having a grey beard, in his 50’s, wearing a ball cap.

On August 22nd, Police on general patrol and stopped a male youth known to police.

The local 17 year old was on court conditions for outstanding charges of theft. One of the conditions was a curfew.

Two counts of breaching his undertaking were laid and the youth was released later the same day with a future court appearance.

On August 21st, Police conducted traffic stop while on general patrol in the north end of city. Driver of vehicle from Alberta was found to have an outstanding warrant from our service.

The 32 year old male was arrested on the strength of the warrant, held in custody and will appear on August 22nd for bail court.

A search of his vehicle also resulted in the seizure of 20 cartons of illegal cigarettes. Further charges laid on behalf of the Ministry of Finance.

Two local males, 30 years of age and 25 years of age were arrested to prevent a further breach of the peace. Alcohol was a factor in this incident.

The two parties were released when sober and police felt comfortable the incident would not repeat itself.

Elderly female resident victim of Fraud. Police following up.

Once again Police draw your attention to another type of phone scam. This one has been around for a while but still active.

Victim receives phone call from someone claiming to be a family member. They indicate they are in trouble or police custody somewhere and need money wired to them for bail. The request is usually made to access a western union location.

Further to media release from last week, police remind people once again to not get involved in any of these fraudulent scams.

If you have elderly relatives in your care or a local retirement home, speak to them about these scams. A lot of the times, these people are being made the targets.

SIU Concludes Investigation in Toronto Custody Death

Case Number: 14-TCD-032

Mississauga (22 August, 2014) — The Director of the Special Investigations Unit (SIU), Tony Loparco, has concluded that there are no reasonable grounds to charge any Toronto Police Service (TPS) officer with a criminal offence in relation to the death of a 51-year-old man in February of this year.

The SIU assigned seven investigators and four forensic investigators to probe the circumstances of this incident. As part of the investigation, seven witness officers and seven civilian witnesses were interviewed. Two officers were designated as subject officers. Both officers consented to interviews and provided the SIU with a copy of their duty notes.  The SIU also obtained and reviewed in-car camera video captured by a police cruiser on the ground.

The SIU investigation found that the following events took place on Monday February 3, 2014:

  • That morning TPS officers attended a sixth floor apartment unit at 238 Bonis Avenue in relation to a domestic call.
  • Two witness officers arrived at the scene and entered the apartment where they found the man in the kitchen holding a knife in his right hand.  The knife was covered in blood and the man was bleeding from the neck.
  • The officers implored the man to drop the knife but he paid no heed, at one point raising the knife to his throat apparently inflicting further injury to his neck.
  • At 10:15 a.m. the first subject officer arrived at the scene following a request for a Cantonese-speaking officer. The subject officer spoke to the man in Cantonese and pleaded in vain for him to drop the knife.
  • The subject officer extended his baton intending to knock the knife out of the man’s hand.
  • By this time, the second subject officer, who was equipped with a conducted energy weapon (CEW), had arrived at the scene. This subject officer instructed all the police officers to clear the area and then deployed his CEW in the man’s direction.  The CEW probes missed the target and the man ventured out onto the balcony from the kitchen.
  • The man climbed over the glass partition and stood on the balcony’s edge holding onto the railing, the knife still in his right hand.
  • The officers continued to speak to the man through the kitchen’s balcony door as the man variously crouched and moved from side-to-side.
  • Fearing the man was about to jump, the first subject officer moved out onto the balcony in an attempt to grab hold of him.
  • The man fell from the balcony at about this time to the ground below.
  • A witness officer rendered first aid attempting to stem the flow of blood from the man’s neck until the arrival of paramedics.
  • The man was taken to Sunnybrook Health Sciences Centre where he was pronounced dead shortly after 11:00 a.m.

Director Loparco concluded, “There are no reasonable grounds, in my view, to believe that the subject officers committed a criminal offence in connection with the man’s death. By all accounts, it appears the man was intent on harming himself on the morning in question and that his fall was the culmination of those efforts.  The officers on scene did what they could to save him.  They spoke with him in English and Cantonese attempting to bring the situation to a peaceful resolution.  When it appeared words alone were not going to get it done, a CEW was deployed in the hope of immobilizing the man.  Regrettably, the CEW missed its target and the man climbed over the balcony railing.  Here again the officers tried to cajole him from the precipice, but he remained undeterred.  Sensing the man was about to jump, one of the subject officers rushed onto the balcony in an effort to grab hold of one of his arms.”

Director Loparco continued, “Did the man slip and fall?  Did he intentionally jump? The evidence, including the video recording of the fall captured by a police cruiser camera, is inconclusive.   What is clear on the evidence is that the officers acted reasonably throughout and did nothing other than to try to avert the tragedy that ultimately materialized.”

The SIU is an arm’s length agency that investigates reports involving police where there has been death, serious injury or allegations of sexual assault. Under the Police Services Act, the Director of the SIU must

  • consider whether an officer has committed a criminal offence  in connection with the incident under investigation
  • depending on the evidence, lay a criminal charge against the officer if appropriate or close the file without any charges being laid
  • report the results of any investigations to the Attorney General.

Kanata OPP Constable Michael Janho Arrested Again. Charges of Sexual Exploitation – Aug 29, 2014

OPPCFN – OPP Constable Michael Janho, 32, of Kanata, was arrested again on new charges of Sexual Exploitation.

He had been previously charged with child luring and possession of a restricted firearm.

A 32-year-old Ontario Provincial Police officer previously charged with child luring is now facing new charges.

Const. Michael Janho, of Kanata, was re-arrested Friday and charged with two counts of sexual exploitation.

Janho is a six-year member of the OPP and was working out of the Ottawa detachment when he was initially charged in June 2013 with child-luring and possession of a restricted firearm after having turned in his service revolver.

Janho’s first charges were related to incidences that allegedly occurred between September & December 2012.

He has been suspended with pay ever since.

Janho was off-duty at the time of the incidents and is a six year veteran of the OPP.    The incidents were reported to involve a teenage girl.

Convicted Fraudster Neil Shah Denied Day Parole by Jamie Gilcig – Sept 1, 2014

neil shahCORNWALL Ontario – Convicted Fraudster Neil Shah was denied day parole recently.    Mr. Shah is the son of Cornwall Doctor, Nat Shah, who has won Cornwall Citizen of the Year honours.

What’s particularly heinous about Neil Shah is that most of his frauds were committed after he was first arrested.

Shah was sentenced to 5 and 1/2 years; but had already served 11 months.

Shah might have remained free on bail but Dorval noted the majority of his frauds took place after he’d been arrested and released on conditions.

“There is very little that is mitigating in this case,” Dorval said.

Shah — an educated man from an honourable family — was remarkably industrious.

One victim, who worked for Shah, described a very expensive lifestyle including the use of high end prostitutes and the purchasing of expensive hockey memorabilia.

Mr. Shah who was convicted of over $2,000,000 in fraud; has had the proceeds of a home given to his victims and they still are waiting for possible proceeds from the liquidation of the sports memorabilia.  Mr. Shah allegedly had applied for day parole where he was to work at part time jobs including his father’s medical practice and a Mercedes auto dealership.

One of his victims, a Cornwall family, lost their retirement savings and ended up losing their home.   They had trusted Neil Shah because his father, Dr. Nat Shah, was their own physician.
